Mayor Buelterman called the special meeting of the City Council to order at 5:45PM on Thursday, May 19, 2011. City Council members present were Wanda Doyle, Bill Garbett, Frank Schuman
Sr., Kathryn Williams and Paul Wolff. Also in attendance were City Manager Diane Schleicher, Finance Director Mary Hogan, Zoning Manager Ethan Imhoff, Chief Robert Bryson, TIPD; Public
Works Manager Joe Wilson and Jan LeViner Acting Clerk of Council. Mayor pro tem Shirley Sessions was on vacation.
Diane Schleicher explained that funding was now available for the McKenzie and Highway 80 Cross-walk Project. Kathryn Williams made a motion to award the contract to AD Williams in
the amount of $36,125.00 with the majority of funding coming from DPW’s budget with balance being transferred from Studies and Survey line item from the Mayor and City Council budget.
Wanda Doyle seconded. Vote was unanimous.
Chief Bryson presented a Class and Comp Grade Change for City Marshall changing grade from Grade 20 to Grade 19. This change is requested as the City Marshall will no longer have supervisory
duties. Mr. Wolff asked if this needed to be a lower grade than Grade 19. Chief Bryson explained that SPO Milligan has stepped up in his duties as City Marshall and has gone beyond
what is expected in this position. Mary Hogan stated if SPO Milligan worked for a Code Enforcement Office he would be rated at Grade 19. Chief Bryson further explained that this is
now a salaried position which will ultimately save the city money. Paul Wolff made a motion to adopt changes as written to reduce the proposed grade from Grade 20 to Grade 19. Bill
Garbett seconded. Vote was unanimous.
An informal discussion was held concerning the Class and Comp Grade Change for Police Records Clerk/Communications Coordinator; Crew Leader, DPW; and Human Resources Manager. Diane
Schleicher will add these three items to the next City Council meeting, May 26, 2011.
Wanda Doyle made a motion to adjourn. Bill Garbett seconded. The vote was unanimous.
