SUMMARY STATEMENT:
Idaho code allows cities to impose and collect license fees for the retail sale of liquor by the drink. Cities are allowed to impose a fee up to 75% of what the state charges for that
license. According to the Census the 2016 population estimate for the City of McCall is 3,106. The State of Idaho charges establishments within cities where the population is 3000 or
greater $750 for liquor by the drink license. The City of McCall can therefore charge up to $562.50 for the same license within the City. Currently the City of McCall charges $375 which
is based on an earlier census data that the city population was at less than 3000.
The thresholds that the state calculates the different fees based on population are:
A 1,000 population or less, fees are $300 per annum
From 1,000 to 3,000 population, fees are $500 per annum
A population of more than 3,000, fees are $750 per annum
Staff has also became aware of the fact that the State of Idaho has a different pricing scale for Golf Courses as it pertains to licenses for liquor by the drink. The State charges Golf
Courses $200 when the city’s population is less than 20,000. Therefore the City can only charge 75% of that equaling $150.
Staff is proposing that the Council increase the liquor by the drink license to $562.50 and establish the correct fee for golf courses as reflected on the attached fee schedule. Also
attached are the corresponding State Codes.
RECOMMENDED ACTION:
Direct staff to hold a public hearing and draft a Resolution to increase liquor by the drink licensing fees in the City of McCall.
