At the time, UTV’s were fairly new to the industry and seemed like a logical piece of equipment for the nature of our work. Between 2009 and 2011 the Parks and Recreation Director purchased two more UTVs of a different make and model which are still in the City fleet. Since then, it has become apparent that the UTVs, although practical in size, do not hold up to the type of work the Parks department utilizes them for, and have proven to be a maintenance challenge. In 2011 and 2012 the department purchased two mini trucks (at or below the cost of the UTV’s) in an effort to transition away from the UTVs; and for the past five years they have proven to hold up much better with literally no maintenance cost. Additionally, the City has invested in more practical snow removal equipment allowing the Polaris to be converted into a spray rig for noxious weeds, which also proved to be extremely hard on the machine. At this time, the Polaris has 5,758 miles and 1,012.7 hours on it. Given the extent of maintenance/repairs necessitated by the Polaris, it is the Parks Department’s intent is to sell the Polaris and replace it with another mini truck. As a spray rig, the mini truck can haul more weight, has proven to be less maintenance intensive, can travel off road just as well, and allows the driver to sit the right-side of the machine which is extremely convenient when spraying weeds in the right of way. Attached is Resolution 16-23, authorizing surplus of the Ranger, along with the specs of the machine.  RECOMMENDED ACTION: Approve Resolution 16-23 declaring personal property, a Polaris Ranger, as surplus, authorizing and directing the disposal of surplus property, and authorize the Mayor to sign all necessary documents.
