SUMMARY STATEMENT:
The City of McCall’s Drainage Management Guidelines (DMGs), published in 1997, outline the design requirements for designing stormwater management facilities within the City and the
Impact Area. With 18+ years of implementation and use by private and the City’s engineers, a solid understanding of the pros and cons of these design requirements has been achieved.
Moreover, specific criteria including requirements for first flush water quality treatment and defined storm sizes (10, 25, and 100 year events) have been questioned and criticized
for their appropriateness and accuracy.
Technology and science are reshaping the ways in which stormwater is managed and regulations are enforced. It is standard practice for communities and environmental agencies to review
and revise stormwater regulations routinely. Ideally, a complete revision of the City’s drainage management guidelines (DMGs) is recommended. This will require significant consultant
costs and staff resources deeming it impractical at this time. In an effort to make incremental progress, staff has completed a comparison the current DMG criteria to similar requirements
defined by other agencies (Valley County, IDEQ, and EPA). Also, we have collected and analyzed current record of historical precipitation data (to include years 1997 through 2015) to
determine if storm sizes defined in the current DMGs warrant adjustment.
The City Engineer has prepared a memorandum that thoroughly discusses this issue and provides staff recommendations for alternative design criteria for the Council’s consideration. Staff
will be presenting this topic to the Big Payette Lake Water Quality Council (former WAG) on 12/18/16. Additionally, this item will be addressed via a work session, which will allow
for the Council to consider hearing public comment regarding this issue and staff’s proposed recommendations.
RECOMMENDED ACTION:
Receive public comment and provide direction to staff.
