Choice Grant: $198,000 Parks and Recreation    FUNDING SOURCE: MRA, Streets Dept., Water Dept., Franchise Fees ; ITD Community Choices Grant Airport      Library    TIMELINE: July 2015 – September 2016 Information Systems      Grant Coordinator / Supporter  SUMMARY STATEMENT: The revised plans and specifications (PS&E packet) for the McCall Redevelopment Area Sidewalk Improvements Project is complete and has been approved by the Idaho Transportation Department (ITD). Because of the increase in the overall project budget and the required additional matching funds by the City and McCall Redevelopment Agency (MRA), an addendum to the State and Local Agreement-Construction (SLA-C) for Key No. 14341 is required by ITD. This addendum revises the project funding cost share from both the Sponsor (City) and the funder (Federal Highways Administration via ITD). Staff is awaiting the addendum for SLA-C from ITD which will include a cost worksheet identifying the total project costs through all phases. The addendum will be provided to the City Council and City Attorney for review in advance of the Council meeting. Per the original SLA-C agreement (AB-15-140, 7/23/15), the City has already provided ITD with approximately 50% of its required funding in advance of bidding and construction. The addendum will identify the specific additional funding that must be transferred to ITD so that bidding can occur. The additional matching funds will be provided by MRA ($100,000); Streets Dept. ($10,000); Water Dept. (meter cost); and Franchise Fees (amount to be based on actual construction costs.) MRA approved the additional funding at its January 5, 2016 meeting.  RECOMMENDED ACTION: Approve the addendum to State Local Agreement-Construction for Key No. 14341 McCall Redevelopment Area Sidewalk Improvements and authorize the Mayor to sign all necessary documents.
