Based upon feedback from City Council, substantial modifications have been made to the policy. The access management policy addresses all street functional classifications within the City. The revised policy removes the restrictions on Local Streets from what was presented earlier. After a brief introduction into the principles of access management, there is technical information that will be used to evaluate where future access points may be placed. These criteria are different for each classification of city streets except for local streets. They are based upon the AASHTO’s “Geometric Design of Highways and Streets.” The access management policy is consistent with the goals of the McCall Comprehensive Plan and has been prepared to allow staff to be fair and consistent with those property owners and developers that seek access to the city’s street system. The access management policy and functional classification of city streets may be revised based upon the completion of the Transportation Master Plan or as needed. Resolution 16-06, the Access Management policy, Functional Classification map and a short power point presentation are attached.  RECOMMENDED ACTION: Discuss the enclosed draft Access Management policy and clarify questions/concerns for possible approval on the March 24, 2016 Council Meeting.
