The Mill Road Parking Lot currently allows for 72-hour parking and many recreational vehicles and trailers are utilizing the 72 hour parking forcing day users to park on the streets reducing travel lanes thereby creating public safety hazards. During the 25 February Council meeting, the Council provided direction in support of prohibiting overnight parking in this lot from June 1 to August 31 between the hours of 11:00 P.M. and 05:00 A.M. The Council also supported a recommendation to prohibit recreational vehicle/trailer parking on streets outside of the Central Business District. The proposed language, as reviewed by the City Attorney, for these changes are enclosed with this agenda bill. Following the last meeting, staff also further explored use of the 1st Street Lot, and others, as potential overflow or longer term parking lots but did not find these options suitable for use due to size, maintenance, and safety concerns. This will be discussed with the Council during presentation of this agenda bill. City Council also requested better fidelity regarding a communications plan for these proposed changes. A draft plan has been enclosed with this agenda bill, and many of the communication components of this plan are already in development to prepare for potential impelementation. Pending Council’s concurrence of this plan and proposed language, an ordinance amending code will be brought to the 24 March Council meeting to implement this parking strategy.  RECOMMENDED ACTION: Review the proposed amendments to Title 5, Chapter 6 Subchapter B, of the McCall City Code and the proposed educational/media strategy, and give direction to staff.
