SPF Water has completed its analysis which considers WWTP improvements along with a comparison of the total cost for reuse as compared to other options that were in the 2007 WWTP Facilities Plan. Capital cost estimates for these options are provided in the final report enclosed with this agenda bill. SPF Water will be on-site to present the report to Council. An update will also be provided on the status of the rate study. FCS Group is responding to questions that both the City and the PLRWSD had regarding the rate study. The scope of work provided by FCS Group is still being vetted through Zions Bank and the Idaho Bond Bank to ensure that it meets bonding requirements. The JWAG will hold a meeting on March 17th. Present at the meeting will be representatives from Zions Bank, J-U-B, as well as legal counsel for the City and the District. Low interest loan opportunities, which could be available through the IDEQ revolving loan fund or the USDA rural development loan program, and bonding opportunities will be discussed. Based upon the information contained in the SPF analysis, staff recommends that the City support fully the water reuse (land application) process. Critical WWTP improvements can be phased in over time as the City and District work toward a stable long term solution to address storage needs.  RECOMMENDED ACTION: Recommend that the City Council supports staff recommendation to fully support and endorse the water reuse process and authorize the Mayor to sign all necessary documents.
