Based upon feedback from City Council at that meeting and additional staff review, modifications have been made to the policy. The access management policy has been revised to provide policy guidance regarding principal arterial and major collector streets only. The remaining streets have been removed from the policy, but will be addressed in a future amendment following completion of the ongoing McCall Transportation Master Plan. Similarly, spacing requirements for local streets intersecting arterials and driveways spacing were removed. The requirement for commercial driveways to be right in and right outs was also deleted. The access management policy is consistent with the practice, the goals of the McCall Comprehensive Plan and allows City staff to be fair and consistent with those property owners and developers that seek access to the city’s street system. Resolution 16-06, the Access Management policy, and the Functional Classification map are attached.  RECOMMENDED ACTION: Approve Resolution 16-06 adopting the City of McCall Access Management Policy and authorize the Mayor to sign all necessary documents.
