This “complete streets” project will include replacement of the roadway section (sub-base, base, and asphalt), construction of stormwater swales, culvert replacements, and 5-foot wide sidewalks on both sides of the street. Project completion is scheduled for Fall 2017. Funding for this project is provided by the Streets Local Option Tax (S-LOT). The first step in project implementation is the engineering design. Attached is the engineering task order from Horrocks Engineers to complete the initial phases of the engineering design. Significant components of this proposal include: topographic survey, geotechnical assessment, and draft roadway design. Additionally, this work will include preparation and attendance at public information meeting for Commerce Street property owners and the public. This project has a total engineering budget of approximately $85,000. Subsequent task orders will be prepared for the additional engineering services that will be required to complete the project. This work will include final design and bid packet preparation as well as construction engineering and inspection. Typically, tasks orders of this nature have been authorized solely by the City Manager. However, as this is the first Streets LOT funded project, staff desired to present this initial task order for City Council’s review and approval. Additionally, staff is requesting direction from the Council on how to proceed with future task orders of this nature. Task Order 16-01 is attached.  RECOMMENDED ACTION: Approve Task Order 16-01 for engineering design for Commerce Street Reconstruction and authorize the City Manager to sign all appropriate documentation.
