SUMMARY STATEMENT:
With the approval of the Streets LOT in November 2015 and the formalization of the Streets Department’s 7 year CIP, the City is on track to invest over $4.5 million in ROW reconstruction,
water and sewer infrastructure upgrades, and relocating overhead utilities to underground. Additional investment in the City’s core, on top of the projects identified in the CIP, may
include a potential Transit Center, Library expansion and other City campus improvements (i.e. annex reconstruction). These projects may have an influence on the timing of ROW improvements
on Park Street as well as financing coordination for other projects identified in the Streets CIP.
In preparation for these substantial projects, Horrocks Engineers has been asked to prepare a preliminary engineering evaluation that addresses the construction feasibility of completing
the downtown core reconstruction. Attached is a copy of the task order outlining the work to be completed. This work is the equivelent to the initial preliminary engineering that is
required for the final designs for individual infrastructure that will be prepared in the coming years.
At the completion of this task order, the City Council will have been provided the necessary technical and financial information as well as public input to approve a timeline for when
infrastructure projects should be scheduled and how financing for those projects will be achieved over the next 7 years.
Task Order 16-02 is attached.
RECOMMENDED ACTION:
Approve Task Order 16-02 – Downtown Core Reconstruction, and authorize the City Manager to sign all necessary documents.
