SUMMARY STATEMENT:
The City and the PLRWSD staff members have completed the review of the Scope of Work provided by FCS Group. As mentioned in previous updates, this rate study will analyze City rates,
PLRWSD rates, and also consider a consolidated rate for potential consolidation of these agencies. The scope of work provided by FCS Group has been vetted through Zions Bank to ensure
that it meets investment needs.
The rate study needs to be conducted by a 3rd party to allow for financing needs. This rate study should also provide an outline of bonding capacity for each agency which could identify
which agency would carry a potential bond.
At the March 17, 2016 PLRWSD Board meeting, a similar contract for the PLRWSD was approved.
It is imperative that this Rate Study get started immediately to allow sufficient time to prepare for funding opportunities needed to complete the necessary improvements for Water Reuse
(Land Application). The construction of improvements needs to be completed in 2017 prior to start of the 2018 irrigation season.
The proposed Scope of Work and draft Contract are attached.
RECOMMENDED ACTION:
Approve the contract with FCS Group for a Sewer Rate Study and authorize the Mayor to sign all necessary documents.
