Choice Grant (~37%) Various City Funds (Streets, Water, FF ~7%) Airport      Library    TIMELINE: April - July 2016 Information Systems      Grant Coordinator    SUMMARY STATEMENT: ITD District 3 has finalized a negotiated services agreement for Horrocks Engineers, Inc. to complete the construction engineering and inspection (CE&I) responsibilities for the City’s Community Choices Streetscape Improvements project (ITD Key #14341). This agreement authorizes Horrocks to commence CE&I work on this project and establishes the roles and responsibilities of both the consultant, the sponsor (City) and ITD. Horrocks was recommended by staff to ITD, because they are listed on ITD’s approved term agreement list of eligible CE&I firms and due to their experience working within the City on similar construction projects (e.g. 2013 CDBG Third Street Improvement Project). This CE&I agreement is contingent upon ITD sucessfully awarding a construction contract for the project in accordance with the Construction State and Local Agreement (CSLA), that was approved by the City and ITD on August 7, 2015 and the amendment to the CSLA that was approved on March 18, 2016. The project is currently under invitation to bid. The bid opening is scheduled for April 12, 2016. Staff will be prepared to present the bid results to the City Council and explain ITD’s anticipated approach for construction contract award or bid rejection. Approval of this contract will allow Horrocks to immediately begin working with the Contractor, ITD and staff to expedite preconstruction logistics and facilitate the earliest start of construction (anticipated mid/late May). The contract is attached.  RECOMMENDED ACTION: Approve the agreement with Horrocks Engineers and ITD for construction engineering and inspection and authorize the Mayor to sign all necessary documents.
