SUMMARY STATEMENT:
The City Council adopted the Governance Manual December 12, 2013. The Governance Manual addresses a decision making process referred to as the “Three Touch Rule”. This rule was defined
to assist the Council and staff with the time needed for adopting or changing public policy, ordinances, resolutions, or directives which will require a decision of the City Council
or Administration. The rule also identifies the exceptions to the rule such as Quasi-judicial matters, any subject discussed in executive sessions, and routine contracts. The purpose
of this agenda item is to ensure that Council and staff have the same understanding of what the “Three Touch Rule” applies to. Attached is an excerpt from the Governance Manual defining
the “three Touch Rule” and Work Sessions.
