COUNCIL MINUTES
FIRST BUDGET HEARING — SEPTEMBER 5. QOOQ
The First Budget Hearing of Bal Harbour Village was held on Thursday, September 5,
2002, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order
at 5:15 p.m. by Mayor Berlin. The roll was called and those present were:

As a quorum was determined to be present, the meeting commenced.
2. ANNOUNCEMENT: Mrs. Horton announced that the Bal Harbour Village
rolled -back millage rate is 2.96 mills. The proposed millage rate is 2.96 mills, which is 0%
greater than the rolled -back rate.
3. DISCUSSION OF PROPOSED TAX MILLAGE RATE AND
DISCUSSION OF PROPOSED BUDGETS: Mayor Berlin explained that the taxes, on a
proportionate basis, are going down. He stated that each of the members of the Council
have met with the Village Manager and Village Clerk to review the proposed budget. Mayor
Berlin reported that he asked Mr. Treppeda to provide an analysis, on an annual basis, to
compare the general fund budget for the current year against the proposed budget for the
following year. He advised that on a year to year basis, the Village is only going to have an
increase of 1.11 %, which is very good.
4. RESOLUTION — ADOPTION OF THE TENTATIVE MILLAGE
R_ A resolution was read by title, by the Village Clerk, adopting the tentative millage
rate for fiscal year 2002/2003.
Mayor Berlin opened the meeting for public discussion. There being no comments, Mayor
Berlin closed the meeting for public discussion.
A motion was offered by Assistant Mayor Tantleff and seconded by Councilman Roth to approve
the resolution adopting a tentative millage rate for fiscal year 2002/2003. The motion carried with
the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye; Councilman Gorson absent;
Councilman Jacobi absent; Councilman Roth aye. Thus becoming:

5. ORDINANCES FIRST READING/PUBLIC HEARING:
PROPOSED BUDGETS:
An ordinance was read by title, by the Village Clerk, adopting a General Fund Budget for
fiscal year 2002/2003.
The public hearing was opened by Mayor Berlin. There being no comments, Mayor Berlin
closed the public hearing.
A motion was offered by Councilman Roth and seconded by Assistant Mavor Tantleff to approve
the ordinance adopting a General Fund Budget for fiscal year 2002/2003. The motion carried
with the vote as follows: Mavor Berlin aye; Assistant Mavor Tantleff aye; Councilman Gorson
absent; Councilman Jacobi absent; Councilman Roth aye. Thus becoming:

THE AMOUNT OF $5,943,484; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a budget for the Water
Department for fiscal year 2002/2003.
The public hearing was opened by Mayor Berlin. There being no comments, Mayor Berlin
closed the public hearing.
A motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to approve
the ordinance adopting a budget for the Water Department for fiscal year 2002/2003. The motion
carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye; Councilman
Gorson absent; Councilman Jacobi absent; Councilman Roth aye. Thus becoming:

DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2002, TO SEPTEMBER 30, 2003, IN
THE AMOUNT OF $1,149,756; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a Sanitary Sewer Department
Budget for fiscal year 2002/2003.
The public hearing was opened by Mayor Berlin. There being no additional comments,
Mayor Berlin closed the public hearing.
A motion was offered by Assistant Mavor Tantleff and seconded by Councilman Roth to approve
the ordinance adopting a budget for the Sanitary Sewer Department for fiscal year 2002/2003.
The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye;
Councilman Gorson absent; Councilman Jacobi absent; Councilman Roth aye. Thus becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2002, TO
SEPTEMBER 30, 2003, IN THE AMOUNT OF $1,177,908; AUTHORIZING
EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a budget for the Department
of Tourism for fiscal year 2002/2003.
The public hearing was opened by Mayor Berlin. There being no additional comments,
Mayor Berlin closed the public hearing.
A motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to approve
the ordinance adopting a budget for the Department of Tourism for fiscal year 2002/2003. The
motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye;
Councilman Gorson absent: Councilman Jacobi absent; Councilman Roth ave. Thus becoming:

DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 2002, TO SEPTEMBER
30, 2003, IN THE AMOUNT OF $1,760,934; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.
6. ANNOUNCEMENTS Mayor Berlin announced that the next budget
hearing date is September 17, 2002, at 5:15 p.m., to be held at Bal Harbour Village Hall.
It was the consensus of the Council to schedule the Regular Council Meeting, on September 17,
2002, after the Second Budget Hearing, at 5:30 p.m.
7. ADJOURN: There being no further business to come before the Council, a
motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to adjourn.
The motion carried unanimously (3-0), with Councilman Gorson and Councilman Jacobi absent,
and the meeting adjourned at 5:22 p.m.
