SUMMARY STATEMENT:
There are significant improvements that need to be made to the City of McCall’s water and wastewater utility systems over the next 10 to 15 years. These improvements are needed to meet
not only operational and maintenance standards, but also regulatory standards that may be imposed by either the Environmental Protection Agency or the Idaho Department of Environmental
Quality. An enterprise fund establishes a separate accounting and financial reporting mechanism for municipal services for which a fee is charged in exchange for goods or services.
These services include not only the daily operational and maintenance activities but future capital needs as well. Over the next 10 to 15 years there are water and wastewater capital
needs that need to be constructed that cannot be completed under the present water and wastewater utility rate structure.
Attached to this agenda bill are documents detailing the prior utility rate studies and/or adjustments made in the past fifteen (15) years.
