The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
CEOs continue to monitor the beach areas for persons violating the Village's leashed dog ordinances. I
The Code Enforcement Unit continues its patrols of construction sites to ensure compliance with recent
changes in allowable work days.
Code Enforcement Officers (CEOs) routinely check for violations related to appearance and national
I pollutant issues (NPDES).
During the week, CEOs conducted 19 Ordinance Investigations, and 16 code area checks, including 8
beach checks.
CEOs issued two (2) code enforcement violations and two (2) code enforcement violation warnings. The
violations ranged from working without a permit, bulk trash, overflowing dumpster (not covered) and
exceeding artificial turf maximum limits.
Criminal Investigations
Detective Gonzalez traveled to Volusia County, where he taught his autism awareness training to over 60
deputies from the Volusia County Sheriff's Office. The training sessions were aired on local news channels
to highlight a proposed bill in the Florida legislatures. House Bill 864 would mandate the training for all
law enforcement officers in Florida.
Florida representative Paula Stark attended the next training session in Osceola County, where 24 law
enforcement officers participated. On this occasion, multiple news outlets were in attendance, as
representative Stark promoted this training initiative. The media also focused on the Autism Society of
Greater Orlando, the group with whom Detective Gonzalez affiliates to provide Autism Awareness
training.
The Criminal Investigations Division concluded its investigation of a trespassing case at a beachside hotel.
The victim was in the shower when she was surprised by a man inside her room. The suspect, a hotel
housekeeping employee, denied participation in the crime. Since the victim returned home to Jamaica,
detectives met with her via a Zoom video call and presented her with a photo line-up that included the
suspect's picture. The victim was unable to identify the suspect. There are no other leads available at this
time, thus the investigation is closed.

The Collins Corridor Unit (CCU) continued their efforts this week by continuing to conduct strategic traffic
enforcement along Collins Avenue and by participating in several holiday community events.
The CCU participated in the Bal Harbour Police Legacy Foundation's annual holiday gift wrapping event
at village hall. This community event welcomed members of the community and Bal Harbour Village
employees who worked together to gift wrap toys for deserving children at various schools in Miami -
Dade County.
The CCU attended the Bal Harbour Police Legacy Foundation's Annual Toy Drive event, which was held
at various schools in Miami -Dade County. During these events, deserving students were provided with a
toy of their choosing. The event was an incredible success, as it provided each student with an
unforgettable and joyful experience this holiday season.
The CCU, alongside Marine Patrol, visited the Mystic Force Foundation Heroes Hangout location in North
Miami, and presented them with an array of toys for children which were donated to the Bal Harbour
Police Legacy Foundation by a resident.
The CCU also attended Shopping with a Cop in North Miami. Police Officers from various jurisdiction
participated in this event where they accompanied a child through the isles of a local department store
as they chose what they wanted this holiday season. The event was an incredibly positive event, which
further enhances positive relationships between the community and law enforcement.
While on patrol, the CCU supervisor observed a partially torn traffic sign on Collins Avenue in front of
10250 Collins Avenue and immediately requested the assistance from Public Works as the sign was nearly
coming off completely due to strong winds. Public Works arrived moments later and removed the sign.

Marine Patrol continued their efforts in maintain Bal Harbour Village safe by continuing to conduct direct
and high visibility patrols of our coastal areas either by boat or by land. This period, the Marine Patrol
vessel was not deployed several days due to the inclement weather and adverse ocean conditions.
During these periods, Marine Patrol augmented the efforts of the Beach Safety Officer by conducting
patrols of the beach and protecting our coastal area by land.
Marine Patrol responded to several calls for service and assisted road patrol units, as needed.
Marine Patrol participated in an educational presentation for teenage residents of Surfside as part of a
program with the Surfside Parks and Recreation. Participants had an opportunity to ride on various
police vessels and were educated on the duties and responsibilities of a Marine Patrol Officer.
Marine Patrol alongside a CCU Officer visited the Mystic Force Foundation Heroes Hangout location in
North Miami and presented them with an array of toys for children which were donated by a resident.
Beach Safety Officer
The Beach Safety Officer (BSO) continued his efforts along the beach this period by continuing to
provide high visibility and frequent patrols of the area and by conducting beach assessments during and
post inclement weather conditions.
The BSO reported a hazardous condition on the beach behind the Oceana. Maintenance employees
took immediate action in securing the beach hut on the beach as it was beginning to be pulled out into
the ocean due to high tides and strong currents.
The BSO reported severe beach erosion throughout the beach. As a precautionary measure and to
prevent beach equipment from ending up in the water, the BSO requested a WENS notification be sent
to all coastal buildings requesting them to remove beach chairs and other equipment from the beach.
The jetty was closed multiple times this period due to strong winds, high tides and aggressive waves
crashing onto the jetty.
The BSO checked all artwork on the beach and in the access path south of the Oceana building. No
issues were reported.
The BSO checked the eruv line along the beach and reported it to be intact. No down trees/palm trees
reported. No flooding along the walking/jogging path.
The efforts of the BSO were augmented by Marine Patrol during periods of inclement weather when the
Bal Harbour Police vessel was not deployed.
Summary of Noteworthy Calls for Service
12/15/2023 Inclement Weather Village -wide
The Village experienced inclement weather throughout the beginning of this week, which included high
winds, heavy rainfall and adverse beach conditions. Officers monitored the conditions throughout this
weather event. Fortunately, there was no significant flooding or downed trees reported. However, the
Village did experience significant beach erosion.
12/15/2023
Criminal Mischief
9700 Collins Avenue
The reporter told officers he locked his electric scooter to the bike rack while working at Makoto. Upon
returning to his scooter, he discovered the lock had been cut in an apparent attempt to steal the scooter.
This case has been forwarded to the Criminal Investigations for further follow-up.
12/16/2023
Baker Act
10185 Collins Avenue
Officers were dispatched to the lobby area of the Plaza condominium; there they encountered a male
in mental crisis. The male was a danger to himself; therefore, he was involuntarily admitted to the
hospital under the Baker Act.
12/17/2023
Theft
9700 Collins Avenue
Officers responded to Saks Fifth Avenue after loss prevention personnel discovered an unknown male
exit the store with unpaid merchandise. The suspect was captured on video as he entered the store
then left the store with unpaid merchandise. Officers canvassed the area for the suspect, but to no avail.
This case has been forwarded to the Criminal Investigations for further follow-up.
12/19/2023
Theft
9910 Collins Avenue
The reporter told officers an unknown male entered the mail room and took packages belonging to
residents, the male fled the area on a bicycle. This case has been forwarded to the Criminal
Investigations.
12/19/2023 Arrest -Theft 9700 Collins Avenue
Two males took merchandise from BALMAIN and exited the store without paying. The suspects were
confronted by police and fled on foot. After a brief foot chase, officers took one suspect into custody
while the second individual remains at large. The suspect was transported to jail without further
incident.
12/21/2023 1 Arrest -Theft
An adult male took merchandise from Neiman Marcus and exited the store without paying. The suspect
was stopped by loss prevention officers and throughout police was notified. The male was placed
under arrest and transported to jail without further incident.
