There are a number of concerns dealing with private snow removal contractors. These are as follows: Do these contractors have adequate liability and property damage insurance while operating their equipment on City rights-of-ways and private property? Do they have adequate Workmen’s Compensation Insurance if they have employees? There is expensive public infrastructure that gets damaged during snow removal season and the City is unaware of who may have caused the damage. Private contractors frequently push snow across the road and place snow on City rights-of-ways or private property without permission. If they are operating a business within the City, they need business licenses. Attached is a draft Chapter 5 of City Code Title 4 dealing with Snow Removal Licenses for your review.
