HomeMy Public PortalAboutMIN-CC-2013-01-22MOAB CITY COUNCIL REGULAR MEETING January 22, 2013 The Moab City Council held its Regular Meeting on the above date in the Council Chambers at the Moab City Center, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Kyle Bailey, Jeffrey Davis, Kirstin Peterson, Doug McElhaney and Gregg Stucki; Planning Director Jeff Reinhart, City Engineer Rebecca Andrus, Public Works Director Jeff Foster, City Treasurer Jennie Ross, Community Development Director David Olsen, Police Chief Mike NaVarre, City Manager Donna Metzler and City Recorder/Assistant City Manager Rachel Stenta. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM. Sixteen (16) members of the audience and media were present. There were no minutes to approve. Under Citizens to Be Heard, Jenn Oestreich and Helena Rohr presented a letter to the Council requesting a change to the Park Policies for Old City Park to allow alcohol at events in the park. A Community Development Department Update was not given. Under Engineering Department Update, City Engineer Andrus stated that there had been many waterline issues lately and that she had been working with a contract engineer on the 400 East waterline issue. City Engineer Andrus stated that the Rotary Park project was out to bid and that construction would start in March. Under Planning Department Update, Planning Director Reinhart reviewed the upcoming Planning Commission agenda and stated that a draft General Plan revision was available. A Police Department Update was not given. Under Public Works Department Update, Public Works Director Foster stated that staff had been very busy making repairs to water lines and a water main line break had happened on 400 East. Public Works Director Foster stated that staff had been working on over 120 frozen water meters and lines. Mayor Sakrison presented Madison Rodriguez with the Mayor's Student Citizenship of the Month Award for December 2012 and Evan Ellison with the Mayor's Student Citizenship of the Month Award for January 2013 for Helen M. Knight School. Councilmember Stucki moved to approve the Housing Authority of Southeastern Utah's request to build sixty affordable apartment -housing units near Mill Creek Drive and Highway 191 as the Project for Community Development Block Grant (CDBG) Small Cities Program for Program Year 2013. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to Award the Website Redesign and REGULAR MEETING & ATTENDANCE REGULAR MEETING CALLED TO ORDER APPROVAL OF MINUTES CITIZENS TO BE HEARD COMMUNITY DEVELOPMENT UPDATE ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE MAYOR'S STUDENT CITIZENSHIP OF THE MONTH AWARD FOR DECEMBER 2012 - MADISON RODRIGUEZ AND JAN UARY 2013 - EVAN ELLISON 2013 COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT APPROVED WEBSITE REDESIGN PROJECT AWARDED TO CIVICPLUS January 22, 2013 Page 1 of 3 Implementation Project to CivicPlus in the amount of $23,985 based on a four-year price plan and contract. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve the Website Redesign and Implementation Project Contract with CivicPlus. Councilmember Stucki seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Stucki moved to approve Proposed Ordinance #2013-02 — An Ordinance Amending the City of Moab Municipal Code, Title 16.00 Subdivisions, and Especially Section 16.12.030, Existing Conditions. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Peterson moved to approve Proposed Ordinance #2013- 03 — An Ordinance Amending the City of Moab Municipal Code, Title 17.00 Zoning, and Especially Section 17.09.660, Site Plan Required. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Councilmember Davis moved to approve Proposed Ordinance #2013-04 — An Ordinance Amending the City of Moab Municipal Code, Title 17.09.660, Site Plan -Required, Clarifying the Specific Elements of a Floor Plan. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to approve a Moved -on Structure Permit for Steven Lucarelli and Carrie Finn, d.b.a. Quesadilla Mobilla, Located at 83 South Main Street to Conduct a Mobile Food Truck from February 16 to September 16, 2013. Councilmember Peterson seconded the motion. The motion carried 5-0 aye. Councilmember Bailey moved to approve a request by Moab Pride Festival for Approval of an Amplified Music Event at Old City Park on September 28, 2013. Councilmember Davis seconded the motion. The motion carried 5-0 aye. There was no Correspondence to be Read. Under Administrative Report, City Manager Metzler stated that staff had been preparing budget changes and would need to budget for the recent water line breaks. City Manager Metzler stated that one of the budget opening adjustments would be to accommodate 27 pay periods in the fiscal year instead of 26 and that 27 pay periods occur every 11 years. City Manager Metzler also stated that staff was revising the mobile vendor ordinance. Under Report on City/County Cooperation, Mayor Sakrison stated that he had met with Grand County to discuss the Atlas Project and that the City Special Events Review Committee had involved Grand County staff. Under Mayor and Council Reports, Mayor Sakrison stated that the 50th anniversary of Canyonlands National Park was approaching and a committee had been formed to plan the celebration. City Manager Metzler suggested that the topic would be suitable for a Joint City Council/Planning Commission meeting. Councilmember McElhaney stated that he had attended a Housing Authority meeting and that they were doing good work. Councilmember Davis moved to approve the bills against the City of Moab in the amount of $203,527.91. Councilmember McElhaney seconded the motion. The motion carried 5-0 aye by a roll -call -vote.
