SUMMARY STATEMENT:
During the construction of the new Lardo Bridge, the contractor damaged the south sewer line crossing on the west end. Prior to preforming repairs, a CCTV inspection of the damaged sewer
main was required. A significant longitudinal crack was observed approximately in the middle of the river. This sewer main is one of two sewer mains that cross the Payette River.
The damaged sewer main poses a risk of pollution to the North Fork of the Payette River, damage to property and health of the public. Due to budgetary constraints with the construction
of Lift Station 7, Public Works has determined that the appropriate repair is to pipe burst the existing pipe and replaced the cast iron sewer main with H.D.P.E. pipe. The cost to do
the repairs has been estimated to be $55,000 and a $5,500 contingency. Some of this cost will be borne by the contractor for original damage to the sewer main.
In order to proceed with repairs, City Council needs to declare that an emergency exists and repairs need to be made immediately.
Attached are a memo detailing the issues and a copy of State Statue Title 67-2808.
RECOMMENDED ACTION:
Declare that an Emergency exists and authorize the expenditure of funds to reimburse RLW Contractors & Engineers thru the Idaho Transportation Department for the sewer main repair and
authorize the Mayor to sign all necessary documents associated with the repair.
