On June 27, 2013 Lake Shore Disposal and the City amended the Agreement to permit residential customers to either lease bear-proof containers from Lake Shore or purchase bear-proof containers from third-party container vendors. The amendment included a revised fee schedule. At the September 12, City Council Meeting Janet and Tony Meckle and many members of the community addressed the Council with concerns regarding the Exclusive Agreement for Collection and Disposal of Solid Waste with Lake Shore Disposal, stating that by giving Lake Shore Disposal the exclusive right to haul construction debris substantially affects their ability to do business in the City of McCall. Council directed the City Manager to request that Lake Shore Disposal open and renegotiate the Exclusive Agreement for Collection and Disposal of Solid Waste to allow contractors to subcontract the hauling of Construction Debris. At the November 21, 2013 City Council Meeting, Council reviewed a Second Amendment to the Exclusive Agreement with Lake Shore Disposal which was intended to address the concerns expressed by the Meckles at the September 12 meeting. Again the Meckles had an issue with some of the language presented in the Second Amendment and requested that the Agreement have further changes.
