The Agenda Meeting of the Mayor and Council of the Borough Agerda Meeticg
of Carteret preceding the Regular Meeting, December 20, 2012,
was held on December 6, 2012, 6:00 P.M., Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
The following were noted present

The Clerk stated that on January 9, 2012 the 2012 Annual Statarent of Meeting
Notice was mailed to The Home News Tribune, The Star Ledger Notice
and posted on the Bulletin Board on January 9, 2012. Notice
was published in The Home News Tribune on January 9, 2012
and in The Star Ledger on January 10, 2012.
The Meeting was opened with a moment of Silent Prayer and Silent Prayer & Pledge of
the Pledge of Allegiance led by Mayor Daniel J. Reiman. Alleg'ar`e
Upon MMS &C, by Councilmembers Diaz and Sitarz and APPS of Minutes
unanimous affirmative vote of the full members present, the
minutes of October 18 and November 8, 2012 were approved,
transcribed and engrossed by the Clerk.

Ordinance #12 -19 Ordinance - First Reading
First &adult 1. #12 -19 Amending Salary Ordinance #71 -9
Mayor Reiman said they had on the Resolution tonight, for
consideration; we have reached an agreement with one (1) of
the Unions in the Police Department, the Fraternal Order of
Police (FOP) which represents the Sergeants, Lieutenants and
Discussion Captains. This is a one (1) year extension so it will basically
only cover the 2012 Year and then we'll get back into
negotiations for additional time. The Salary Ordinance is First
Reading, so their salaries will be built into this ordinance as
well as the other non union management and staff will be built
into this ordinance. Of course you'll have a copy of that this
week prior to publication in the newspaper and prior to
adoption.
Upon MMS &C by Councilmembers Sitarz and Krum
Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and
Sitarz voted in the affirmative.
Ordinance #12 -16 Public Hearing - Ordinance #12 -16
Public Haan o Vacating a Portion of Burlington Street in the Borough of
Carteret.
The Mayor said this is a portion of a one (1) block piece of
roadway that runs perpendicular from Roosevelt Avenue to
Essex Street. It no longer exists. It is part of the Lower
Roosevelt Avenue Redevelopment Area. If you are heading out
of town towards Port Reading it is on the left hand side where
the old Gruen's Pharmacy used to be. It was part of that
project.
The Clerk stated that Ordinance #12 -16 was introduced and
Adopted on First Reading at a meeting of the Borough Council
of the Borough of Carteret held on November 8, 2012. It was

duly published in The Home News Tribune on November 13,
2012 with notice that it will be considered for final passage
after Public Hearing to be held on December6, 2012 at
approximately 6:00 P.M. The Ordinance was posted on the
Bulletin Board and copies were made available to the general
public and according to law, she read the Ordinance by title.
Upon MMS &C by Councilmembers Sitarz and Naples and Open
unanimous affirmative vote of the full members present, the
Mayor declared the Public Hearing to be opened.
There were no comments from the public.
There being no comments or objections to the Ordinance the Closed
Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Diaz and DiMascio and unanimous
affirmative vote of the full members present.

1. Directing the Issuance of Various Raffle Licenses.

Mayor Reiman said these are fourth quarter property tax
cancellation notices only for those homes that were completely
damaged or destroyed. We've all lost power, some people lost
the roof or this and that but this is for the homes that burned
down on Noe Street. So it is only for the fourth quarter and
only for seven (7) or nine (9) properties.
3. Authorizing Professional Services Contract for
Engineering Services with T &M Associates- FEMA
Project Assistance Industrial Road Culvert Crossing
Investigation work.
4. Opposing the Closure of the Woodbridge Development
Center
5. Providing for 2 -Hour Residential Parking Along Certain
Streets.
Mayor Reiman said it is along Stima & Pinho where we run
into a problem with West Carteret Cornell where some of
the businesses are now parking on the streets.
6. Cancelling and Waiving Fees for Improvements to
Residential Owners due to Hurricane Sandy.

Mayor Reiman said this is obviously for anybody who had any
type of damage done on their homes that need to apply for a
permit and to waive all bf the fees for the inspections at state
and local levels.
Councilmember Krum asked if they still have to get permits.
Mayor Reiman replied that they still have to get permits but
there will be no fees. They have to get the permit so we can
make sure the inspections are done.
7. Authorizing Issuance of Taxicab Driver's License to
Madgi Yanni- Safeway Taxi and Limo. Resolutions
8. Accepting RFQ's for Special Environmental Counsel.
9. Authorizing Issuance of a Taxicab Driver's License to
Robert Anderson, Jr. - Northeast Livery Service
10. Property Tax Cancellation.
11. Providing for the Transfer of Surplus Funds (Within the
Budget).
12. Appointing Per Diem Emergency Service Employees and
Special Law Enforcement Officers.
Mayor Reiman said there were two (2) part -time EMI's.
The Mayor said he will have their names tomorrow. The
reason we have this on the Agenda is because the next
three (3) SLEO's need a Resolution. They are scheduled to
start Monmouth County Academy at the end of this month. 01+EM
Their names are Cristian Pena, Gulrej Nandha and Michael
Carline.
13. Requesting Approval of Insertation of $1,442,CW-0 the
2012 Budget Revenue available from the American
Recovery Investment Act -Port Security Grant Program,
A pass through Grant from New Jersey State Terminal
Barracks.

Mayor Reiman said this is the pass through grant that
Homeland Security gave to the State of New Jersey. The State of
New Jersey provided to the Borough of Carteret. This is our
partnership with the State to build the State Police Marine
barracks at the Waterfront.
14. Salary Resolution -Deputy Municipal Department Heads.
15. Approving Collective Bargaining Agreement with the
Fraternal Order of Police for a one (1) Year Extension,
Mayor Reiman said this is for the Supervisors.
16. Professional Services - T &M Associates, Re: Emergency
Oversight Work.
Mayor Reiman said this had to do with several storms and
damage caused by Middlesex Water and other companies,
Company We have to try to get those dollars back.
17. Professional Services CME Associates, Re: Wetlands
Mitigation Fee Estimate.
Mayor Reiman said this is for Phase I & 11 for the proposed
1S marina. At that point in time we have to do dredging and
wetlands mitigation in the old landfill area.
Borough Attorney Bergen also had one Resolution he wanted
to add:
18. Authorizing an Interlocal Agreement with Woodbridge
Township for Sharing Municipal Court Administrative
Services.
Mayor Reiman said we have been doing this since Debbie
Uhouse retired and we need the official resolution to see if we
can get any grant money back from the State.

Councilmember Bellino had one question on Resolution #2, for
the people who lost their homes. Is that prorated?
(Inaudible),Is this on property alone since there's no dwelling?
Mayor Reiman said it is basically for the entire fourth (4)
quarter tax and that includes property and improvements. It is
hard to believe but the law is such that even though the homes
were burned down or completely destroyed and because it
happened after October 1St they still have to pay 2012 & 2013 Discussion
taxes even though they don't have a structure. Ultimately we
are eating the cost in our budget. The school board still gets
their money, the county still gets their money, the open space
still gets its money, and it is only the town. How do we send out
tax bills to someone who no longer has a home? If next year,
they are not built prior to, then it would be prorated where
they would only be paying for the improvements to the land.
But, for the forth (4 quarter, his recommendation to the
Council is to cancel the entire quarterly tax on those few
properties.
Councilmember Bellino said without a doubt. He then thanked
the Mayor.
Mayor Reiman asked for a motion on the Consent Agenda Consent Agenda
Resolutions #12 -184 through #12 -200 were introduced by the
Mayor and referred to the Council for action.

Mayor Reiman said yes, this sets it up so we can appoint them
in between meetings once the Fire Department does the final
interviews.

BUILDNGS & GROUNDS Committeewoman Naples said had
nothing to report at that time.
Borough Attorney said he had nothing to discuss.
FINANCE AND ADMINISTRATION Committeeman Diaz said he
had one item. During Hurricane Sandy we had a many people
who volunteered their time that were not a part of OEM and
spent a considerable amount of time at the shelter. He thought
maybe there was something they could do to recognize them
for their efforts.
Mayor Reiman said he already asked for a list of their names
and addresses and phone numbers so we can do
commendations. We have all of the OEM Staff and we're still in
the process of assembling some of the names of the volunteers.
Inevitably; we are going to miss somebody because there are
so many people. I know that I was there and the Council and so
many people helping out, residents making hot food for the
shelter. We saw such a great out pouring of support from the
community and hopefully we can get all the names. I was
thinking, more than a Council Meeting perhaps we can have
some sort of reception to really give thanks for all their help.
Discussion
POLICE- Committeeman Sitarz said along with with Council
President Diaz said we talked about, I think, Max's Auto Body.
The diver went to Carteret Park to put in new wires for the
fountain. I would like to give him a Certificate of appreciation.
Mayor Reiman said we'll invite him to the next meeting.
The Municipal Clerk wanted to know who it would go to.
The Mayor replied that it was the gentleman who put on a wet
suit and dove into the pond and ran the new wiring at no cost
to the Borough.

Councilman Sitarz said the other thing is the tractor trailers, I
don't know if it is in a Ordinance. He thinks years ago there
was an ordinance where they had piggy back trucks; they are
not supposed to come into town. There were supposed to come
off the turnpike, go to West Carteret to the barn. I've seen a
couple of them driving through the local streets.
Councilmember Diaz noted that there was a core group of
people that were there almost every day and signed up to be
part of a committee in case this were to happen today. We have
a list of those names.
Mayor Reiman said it would be statute. What we would have
control over is the size limit based upon the tonnage. He asked
if it was on the Borough roads.
Councilman Sitarz replied yes it was on Washington Avenue. It
was a UPS Truck. There is also another one. We were talking
about writing a letter to the New Jersey Trucking Association
stating that Roosevelt and Washington Avenues are light traffic
streets. The trucks going through town should use the
Industrial Road.
Mayor Reiman recognized Captain McFadden in the audience
and said he hasn't seen too many problems but he doesn't

about trucks coming onto Washington Avenue or upper
Roosevelt.
Captain McFadden spoke but was inaudible.
Mayor Reiman asked if he was talking about the turnpike sign
that says to rap around and go east towards West Carteret? I
did not realize that sign was down but that is on the Avenel
side, right? Make sure you talk to Mr. (inaudible) tomorrow.

Councilman Sitarz asked if there was an ordinance that says
you are supposed to have house numbers that are visible. A lot
of times the EMT's said they couldn't find a house
because there was no house number visible. This is just for Be: House Nurbers
consideration.
Mayor Reiman said at one time we applied for a grant to
provide reflect i ve numbers on the steps or porch of houses. We
did not necessarily receive that grant but that is something we
can work with the Council and Business Partnership for early
next year. I think that is a good idea. I know we applied for
dollars and we are probably looking at a cost of probably thirty
or forty thousand dollars. So many homes are required to have
them and many don't.
PARKS & RECREATION - Committeeman Bellino said he had
one item. As a common code of courtesy if any Councilmember
sees something going on within their department or another's
just a common courtesy to give the councilmember a call and
tell them what is going on so they don't get blindsided. That
would be appreciated.

meeting was opened to the public.
Kevin Urban asked how many pieces of equipment was lost.
Mayor Reiman replied that it is still being calculated. The
reason he said that is because a lot of the equipment was
moved moved to higher ground but he does know that just because
some of the equipment is being used today, that got wet during
the storm, and now a week or two later we are experiencing
problems. Once it is flooded with salt water or what they call
category three water it could be instantly or six (6) months
down the road that there is a problem. we are keeping track of
that, We are eligible for FEMA reimbursement of 75% on those
items that we are identifying. It is not 7S% of replacement cost

it is 75% of what that depreciated value might you can imagine
a lot of our equipment is ....
Mr, Urban spoke but was inaudible.
Mayor Reiman said at that end of the day at least something is
coming back. We are going through FEMA and our own
insurance company to try to get those dollars back. That
number continues to grow. We released a statement the other
day and the total damage city wide is estimated at fifty-six
million dollars ($56, 0000, 00). About seven and one half
million is damage to the city equipment and city parks.
Mayor Reiman wanted to remind everyone that tomorrow
evening at 6:30 P.M. is the annual tree lighting. The Charity, the .
SID and the Borough are sponsoring a Holiday Festival and the
High School will be sponsoring a Rally and Bon Fire at the
stadium, on the football field tomorrow the 7 of December
between 7:00 P.M. and 9:00 P.M. And of course Carteret will be
participating in the championship games at Giant Stadium,
10:00 A. M. Saturday morning. With that, we wish them good .
luck and hopefully the Ramblers will win the State
Championship.
