November 10, 2009 7:00 P.M. Greencastle City Hall
I. Call to Order; Roll Call
A. Mayor Murray called the meeting to order at 7:00 PM; upon roll call all council
members present.

IV. Department Reports
A. Cemetery — Ernie Phillips, present
B. Engineer —Garth Hughes
C. Fire Department — Bill Newgent
D. Park and Recreation — Rod Weinschenk, present
1. Question on Youth Basketball Program which closes this weekend. Teams will
start the weekend after Thanksgiving, games to begin after Christmas
Vacation. Sponsorship is $115.00 per team. Updated Council on several
upcoming projects; Christmas tree lighting, curbing at BWSP as well as other
holiday events.
E. Planner— Shannon Norman, present
1. Updated Council on Community Garden progress and plans for next year.
Sustainability Group will meet next Tuesday, November 17 at City Hall at 5:30
PM. Speaker from Subaru.
F. Police Department —Tom Sutherlin, present
1. Discussion regarding Morton Bell weekend at DePauw and GPD's assistance
to DePauw.
G. Department of Public Works — Brad Phillips, present
1. Questions and discussion regarding leaf pick -up.
H. Water &Wastewater Department — George Russell, present

V. Approval of Minutes
A. Regular Meeting, October 13, 2009
1. Motion by Jinsie Bingham to approve as presented, second by Terry J. Smith,
unanimous approval.

A. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the Greencastle
City Code Creating A Grease Interceptor/Trap Policy, First Reading
1. Mayor Murray read this Ordinance in its entirety. George Russell spoke
regarding the need for this Ordinance and the last couple of years of
discussion that have been ongoing. Many restaurants and other food
preparation areas have these in their kitchens, however, others do not have
them and the need is there. We are trying to be proactive in preventing
potential problems in the future. This will require regular inspections done by
the Utility department. Question regarding potential cost to these places and
the answer is that it depends on the size of the business. Phyllis Rokicki
asked about why disposals, grinders and dishwashers not allowed to be
connected to interceptor. Russell answered the problem is not the food it is
the grease that is causing the problem.

Cohen, unanimous approval.
B. EDIT Plan update
1. Mayor Murray notified council that she will be bringing an updated EDIT plan
for their consideration next meeting, December 8, 2009.

A. Payroll - $313,302.16
B. Pensioners - $18,587.35
C. Direct Payables - $37,404.91
D. Regular Payables - $157,227.61
E. Total = $526,522.03
1. Motion by Mark Hammer to approve as presented, second by Phyllis Rokicki,
unanimous approval.
IX. Reports
A. Mayor's Report
1. Mayor Murray reported to Council that she will be bringing a Resolution to
Council for Downtown Revitalization area. This is a Grant from OCRA at no
cost to taxpayers.
2. Sustainability meeting next Tuesday
3. Lights of Love December 1, 2009 at City Hall beginning at 6:00 PM.
4. Jinsie Bingham, Shannon Norman and Mayor met with 3 rd ward residents at
the Greencastle Middle School.
5. November 22, 2009 will be taping Indiana Business with Gerry Dick, updating
activities in Greencastle.
B. Clerk- Treasurer's Report
1. Presented updated revenue /expense report for all funds.
C. Councilors
1. Jinsie Bingham reported that good manners are alive and well in the City.

unanimous approval.
