HomeMy Public PortalAbout2002-09-17 2nd Budget Hearing77 COUNCIL MINUTES SECOND BUDGET HEARING - SEPTEMBER 17/ 2002 The Second Budget Hearing of Bal Harbour Village was held on Tuesday, September 17, 2002, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 5:15 p.m. by Mayor Berlin. The roll was called and those present were: Also present: Mayor Howard J. Berlin Assistant Mayor Daniel Tantleff Councilman Seymour Roth Alfred J. Treppeda, Village Manager Jeanette Horton, Village Clerk Richard Weiss, Village Attorney Absent: Councilman Peg E. Gorson Councilman Joel S. Jacobi As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Lydia Kordalewski. 3. ANNOUNCEMENTS Mrs. Horton announced that the Bal Harbour Village rolled -back millage rate is 2.96 mills. The proposed millage rate is 2.96 mills, which is 0% greater than the rolled -back rate. 4. DISCUSSION OF PROPOSED TAX MILLAGE RATE AND DISCUSSION OF PROPOSED BUDGETS: Mayor Berlin thanked the Village staff, Village Clerk, and Village Manager for reducing the millage rate. He announced that the Village has the third lowest millage rate in Miami -Dade County. 5. RESOLUTION - ADOPTION OF THE MILLAGE RATES A resolution was read by title, by the Village Clerk, adopting the final millage rate for fiscal year 2002/2003. Mayor Berlin opened the meeting for public discussion. There being no comments, Mayor Berlin closed the meeting for public discussion. A motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to approve the resolution adopting afiinal millage rate for fiscal year 2002/2003. The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye; Councilman Gorson absent; Councilman Jacobi absent; Councilman Roth aye. Thus becoming: RESOLUTION NO. 633 RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA, ADOPTING A FINAL MILLAGE RATE FOR FISCAL YEAR 2002/2003; PROVIDING FOR AN EFFECTIVE DATE. ORDINANCES SECOND READING/PUBLIC HEARINGS: An ordinance was read by title, by the Village Clerk, adopting a General Fund Budget for fiscal year 2002/2003. The public hearing was opened by Mayor Berlin. There being no comments, Mayor Berlin closed the public hearing. A motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to approve the ordinance adopting a General Fund Budget for fiscal year 2002/2003. The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye; Councilman Gorson absent; Councilman Jacobi absent; Councilman Roth ave. Thus becoming: ORDINANCE NO. 475 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE GENERAL FUND FOR THE PERIOD OF OCTOBER 1, 2002, TO SEPTEMBER 30, 2003, IN THE AMOUNT OF $5,943,484; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. An ordinance was read by title, by the Village Clerk, adopting a budget for the Water Department for fiscal year 2002/2003. The public hearing was opened by Mayor Berlin. There being no comments, Mayor Berlin closed the public hearing. A motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to approve the ordinance adopting a budget for the Water Department for fiscal year 2002/2003. The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye; Councilman Gorson absent; Councilman Jacobi absent; Councilman Roth aye. Thus becoming: ORDINANCE NO. 476 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2002, TO SEPTEMBER 30, 2003, IN THE AMOUNT OF $1,149,756; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. An ordinance was read by title, by the Village Clerk, adopting a Sanitary Sewer Department Budget for fiscal year 2002/2003. The public hearing was opened by Mayor Berlin. There being no additional comments, Mayor Berlin closed the public hearing. A motion was offered by Assistant Mayor Tantleff and seconded by Councilman Roth to approve the ordinance adopting a budget for the Sanitary Sewer Department for fiscal year 2002/2003. The motion carried with the vote as follows: Mayor Berlin aye; Assistant Mayor Tantleff aye; Councilman Gorson absent; Councilman Jacobi absent; Councilman Roth aye. Thus becoming: ORDINANCE NO. 477 Council Meeting — Second Budget Hearing 09/17/02 2 79 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 2002, TO SEPTEMBER 30, 2003, IN THE AMOUNT OF $1,177,908; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. An ordinance was read by title, by the Village Clerk, adopting a budget for the Department of Tourism for fiscal year 2002/2003. The public hearing was opened by Mayor Berlin. There being no additional comments, Mayor Berlin closed the public hearing. A motion was offered by Assistant Mayor Tantleff and seconded by Councilman Roth to approve the ordinance adopting a budget for the Department of Tourism for fiscal year 2002/2003. The motion carried with the vote as follows: Manor Berlin aye; Assistant Mayor Tantleff aye; Councilman Gorson absent; Councilman Jacobi absent: Councilman Roth aye. Thus becoming: ORDINANCE NO. 478 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1, 2002, TO SEPTEMBER 30, 2003, IN THE AMOUNT OF $1,760,934; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. 7. ADJOURN: There being no further business to come before the Council, a motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to adiourn. The motion carried unanimously (3-0), with Councilman Gorson and Councilman Jacobi absent, and the meeting adjourned at 5:20 p.m. Mayor Howard J.
