SUMMARY STATEMENT:
The Streets Department has been preparing to purchase a new Elgin Whirlwind street sweeper, as identified in the approved FY17 budget and FY17 CIP. Staff has been working with Metroquip,
Inc. (local distributor for Elgin) to secure pricing for this purchase and identify sweeper specifications required for the City’s needs.
Metroquip, Inc. has established a joint cooperative purchasing agreement that defines 2017 pricing for this equipment that is available to all non-profit entities. Legal counsel has
reviewed this agreement and confirmed that the City can participate in this agreement (and resulting pricing).
Attached is the sales quote, product specifications, and terms and condition for the proposed sweeper. All documents have been reviewed by legal counsel. Upon receipt of the signed quote,
Metroquip will authorize Elgin to commence building the sweeper. No obligations of funds are required by signing the quote. Rather, upon delivery of the sweeper to the City, Metroquip
will invoice the City for the quoted purchase cost. FY17 funds for this purchase will be carried forward into the FY18 budget.
The anticipated delivery date of the equipment is early Winter 2017, although the Streets Department may choose to delay the delivery until Spring 2018 (if possible) to avoid covered
storage limitations at Public Works facility and opportunities to extend product warranty start dates.
RECOMMENDED ACTION:
Approve the purchase of an Elgin Whirlwind Sweeper and authorize the Mayor to sign all necessary documents.
