The Order of Conditions pertained to repairs to the existing stone revetment that was first constructed circa 1972. The Order of Conditions addressed repairs in 1990. In 2010 the revetment was re-constructed via an Order of Conditions. Logically that reconstruction project over-wrote any work performed in 1990 because the entire revetment was dismantled and replaced. Based on my understanding of the conditions that existed prior to 2010 and interviews with the long term owners who carried out the work, I certify to the best of my information, knowledge and belief that the work was carried out in compliance with the referenced Order of Conditions. Tree Removal for Safety. 6.3.2020 BEACH BAR OPERATIONAL PLAN UPDATED FOR COVID-19 Under the State Guidelines for opening an Outdoor Restaurant as Part of Phase 2, there are spacing restrictions for tables and an elimination of bar stools at the bar. Below is an outline approach to add tables and chairs on the beach sand to accommodate our guests and meet the guidelines as outlined by the State. In addition, an outline for planning, monitoring, managing, and review of disposable items and general trash that will be generated from food and beverage service at the Ocean Edge Beach. Tables and Chairs The Proposal is to place 8 Tables with 4 chairs each on our beach along the Dune Fence. We would place 4 settings on the East Side of the Pier/Ramp and 4 settings on the West Side. 1.This is the same number of seats (32) that has been approved for “Normal” operations of the beach bar (Tables and Bar Stools combined). 2.They would be place close enough to the Dune fence to keep away from high tide but not interfere with any of the “Natural” growth that the fence is providing. 3.Tables will be placed a minimum of 6’ apart to meet “Social Distancing” guidelines. 4.Other Lounging Beach Chairs/Umbrellas will be appropriately spaced (6’ – 12’) from these tables/chair settings. Trash/Recycle Receptacles The proposal would be that each of these receptacles are joint – 1 side for trash and 1 side for recyclables, clearly labeled. Since our recycling program is currently single sort, there is no need for separation of recyclables. On the recycling side, a list of appropriate items will be identified, especially since many of the disposables will be recyclable. 1.Receptacles to be placed along beach, along snow fence for guest use – 6 each 2.Receptacle to be placed at Main Building – 1 each 3.Trash receptacle in bar area for employee use – 2 each 4.Trach receptacle in Kitchen area for employee use – 2 each Monitoring of Trash/Recyclables 1.Beach/Activities team would monitor levels of receptacles on the Beach throughout the day with 4-5 specific scheduled times and emptied as needed. Throughout their patrols of the beach, they would pick up any loose items and dispose of appropriately. 2.F&B Service team would monitor levels of receptacles in and around the bar and check-in area throughout the day with 4-5 specific scheduled times, heavier around meal periods, and emptied as needed. They would be picking up all loose items and disposing properly. 3.Late afternoon/Early Evening, still sunlight, a visual patrol of dune area for blown trash will be conducted. If trash is identified, a strategic path to collect and dispose of properly would be taken as to not disrupt any natural growth. 4.Early Morning patrol of beach and surrounding areas would be conducted by Beach/Activities team to collect any outstanding items that may have blown in through darkness. Management of Process Through a joint effort from the Club and F&B management team a clear and conscious effort to keep this area in pristine condition from a trash perspective is of utmost importance. 1.As trash/recycle receptacles are emptied, there will be a central location around the Main building for temporary storage bin which will be transferred to our permanent disposable area on an as needed basis. 2.All trash and recyclables will be in tied bags to prevent any further possibility of blowing around during temporary storage. Ocean Edge Resort & Golf Club Blueberry Pond Recreation Complete walkway to Existing Play Structure Area Minor Change June 3, 2020 June 3, 2020 Ms. Noelle Aguiar Conservations Commission Town of Brewster 1657 Main Street Brewster, MA 02631 RE: Minor Change to existing plan Dear Ms. Aguiar, On behalf of Ocean Edge Resort & Golf Club, I am submitting this request for a minor change to complete the paving of an existing walkway in disrepair to an existing playground area located to the east of the Pickleball Courts. Included in this submittal is a site plan of the Blueberry Pond area, prepared by J.M. O’Reilly & Associates and a project description. Appendix A: Site Plan of Blueberry Pond Area Project Description: Ocean Edge Resort & Golf Club is in the process of reconstructing the existing tennis courts into Pickleball Courts. In that area, there are two existing play structures, one immediately in front of the Pickleball Courts, the other on the other side of the Pickleball courts in a wooded an area. Ocean Edge Resort & Golf Club is requesting to relocate the wooden playground set that is in front of the Pickleball Courts, to the area east of the Pickleball courts in the wooded area where currently a playground structure is in place. The walkway to this playground area is in disrepair and needs to be leveled out and resurfaced. Clover Paving Inc. has provided a quote to remove the existing walkway, regrade and repave the walkway to access the playground area. The length of the walkway is 96 yards in total. Based on the Site Plan provided by J.M O’Reilly & Associates, the walkway will be within the 100-foot buffer zone, the playground structure remains outside the buffer zone. Machinery will be required to remove the existing asphalted walkway and to repave to walkway for access to the play area. A crushed stone option was also quoted, in lieu of asphalt, if deemed less intrusive than asphalt as a walkway. Appendix A: Erosion Control: Erosion Control measure will be put in place along the entire outside edge of the walkway’s northern boarder. In order to mitigate potential impacts to wetland resource areas during construction activities, the following environmental protection measures will be provided along the limits of work:  Erosion and sedimentation control devices will be installed along the north side of the walkway to limit disturbance within the 100-foot Wetlands Buffer Zone  Stockpiles of excavated material and aggregate materials (sand, gravel, and stone) will not be maintained on-site. Materials will be removed and delivered on an as-needed basis. Thank you for your consideration of this project to restore this area into a useful amenity for the Ocean Edge Resort & Golf Club.
