REGULAR MEETING
May 14, 2013
The Moab City Council held its Regular Meeting on the above date in the
Council Chambers at the Moab City Center, located at 217 East Center
Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council
Workshop to order at 6:30 PM. In attendance were Councilmembers
Jeffrey Davis, Kirstin Peterson, Kyle Bailey, Doug McElhaney and Gregg
Stucki; Planning Director Jeff Reinhart, City Engineer Rebecca Andrus,
City Treasurer Jennie Ross, Community Development Director David
Olsen, Public Works Director Jeff Foster, Police Chief Mike Navarre, City
Manager Donna Metzler and City Recorder/Assistant City Manager
Rachel Stenta.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and led the pledge of allegiance. Nineteen (19) members of the
audience and media were present.
Councilmember Peterson moved to approve the Special Meeting
Minutes of February 7 & 8, April 16, April 30 and May 7, 2013 and the
Regular Meeting Minutes of March 12 and 26, 2013 as corrected.
Councilmember McElhaney seconded the motion. The motion carried
5-0 aye.
Under Citizens to Be Heard, Joe Kingsley gave a report on behalf of the
Moab Rotary Club and an overview of Rotary Projects including the April
Action Car Show.
Under Community Development Department Update, Community
Development Director Olsen stated that he had been working on the
Millcreek Revival and that the City had earned Silver Level Bicycle
Friendly Community Status.
Under Engineering Department Update, City Engineer Andrus stated
that she had been working on an intensive grant and answering
questions regarding UDOT's upcoming project.
Under Planning Department Update, Planning Director Reinhart gave an
overview of the next Planning Commission Agenda.
Under Police Department Update, Police Chief Navarre gave an
overview of the Fallen Peace Officer Trail Dedication.
Under Public Works Department Update, Public Works Director Foster
stated that the Rotary Park project was proceeding and that the Questar
project was underway and had caused some disruption for some people
but that the City was gaining a lot of water and sewer GIS information
from the project.
Councilmember Peterson inquired about the cross walk on 400 East and
200 South.
Public Works Director Foster stated that he would look into the matter
and finalize where striping should be for a crosswalk.
The Mayor presented Eli Boaro with the Mayor's Student Citizenship of
the Month Award for April 2013.

Mayor Sakrison opened a public hearing on a Conditional Use Permit for
a Bed and Breakfast in the R-2 Zone Located at 590 North 500 West at
7:30 PM.
Planning Director Reinhart gave an overview of the application.
Joe Kingsley stated that he was a realtor representing the sale of the
property and that the neighbors had approached him and expressed
that the property would go back to being a nice bed and breakfast.
Mayor Sakrison closed the public hearing at 7:35 PM.
Councilmember Bailey moved to approve Proposed Resolution #06-2013
— A Resolution by the Moab City Council to Adopt the City of Moab
Tentative Budget for Fiscal Year 2013-2014 and Setting a Public Hearing
for Review of the Final Budget on May 28, 2013 at 7:15 PM.
Councilmember Davis seconded the motion. The motion carried 5-0
aye.
Councilmember Stucki moved to approve an Application for the Special
Use of Swanny City Park by Theresa King, d.b.a. Moab Arts Festival on
May 27 to 26, 2013 with the conditions listed in the staff
recommendation. Councilmember McElhaney seconded the motion.
The motion carried 5-0 aye.
Councilmember Peterson moved to approve a Special Business Event
License for Moab Arts Festival to Conduct an Arts Festival on May 24
and 26, 2013 with the conditions listed in the staff recommendation.
Councilmember Stucki seconded the motion. The motion carried 5-0
aye.
Councilmember Davis moved to approve a Request by Tanya Relitz
(Delta Chi) for an Amplified Music Event at Old City Park on May 24,
2013. Councilmember McElhaney seconded the motion. The motion
carried 5-0.
Councilmember Stucki moved to approve a Request by LJ Kennedy for
an Amplified Music Event at Old City Park on May 31, 2013 with all
music ending by 9:00 PM. Councilmember Bailey seconded the motion.
The motion carried 5-0 aye.
Councilmember Peterson moved to approve a Moved -on Structure
Permit for Kim Kirks, d.b.a. CK Desert Ice LLC, Located at 391 South Main
Street from May 15 to September 30, 2013. Councilmember Stucki
seconded the motion. The motion carried 5-0 aye.
Councilmember Bailey moved to approve the Utah Access Program
(MAP-21) Grant Application for the Lions Park Scenic Byways Trail Hub
(Phase II). Councilmember Peterson seconded the motion. The motion
carried 5-0 aye.
City Manager Metzler made a presentation Regarding a Solid Waste
Collection Contract Extension. Discussion followed.
There was no Correspondence to be Read.
Under Administrative Report, City Manager Metzler stated that she was

working on the final budget closing and a request for proposals. City
Manager Metzler also stated that Utah State University Moab had a
record number of graduates and that there would be a Joint City/County
Council meeting on May 31, 2013.
A Report on City/County Cooperation was not given.
Under Mayor and Council Reports, Councilmember Stucki stated that he
had attended a Solid Waste District Meeting and that the recycling
center had located a contractor in Salt Lake City to accept glass.
Councilmember McElhaney stated that the Housing Authority had hired
Bob Muir as their new director.
Councilmember Peterson stated that she had attended a Health Care
District Meeting and had received a presentation from an Assisted Living
Facility.
Councilmember Davis moved to approve the bills against the City of
Moab in the amount of $844,114.75. Councilmember Peterson
seconded the motion. The motion carried 5-0 aye by a roll -call -vote.
Mayor Sakrison adjourned the Regular Council Meeting at 7:55 PM.
