SUMMARY STATEMENT:
The purpose of this agenda bill is to give a review of the rules of order for Council procedures as outlined
in the Governance Manual. The Governance Manual, and its governance policies and rules of procedure,
are designed to provide guidance for the Council and City Administration. They are not to be considered
restrictions or expansions of Council authority. These rules have been prepared from review of many
statutes, ordinances, court cases and other sources but they are not intended to be an amendment or substitute
for those statutes, ordinances, court decisions or other authority.
With two new Council Members newly appointed, the Mayor requested that a review of the rules of order
would be appropriate at this time. The attached memo is an excerpt from the Governance Manual regarding
rules of order.
