Call to Order : Chair deRuyter called the meeting to order at 5 : 31pm . 2 . Citizen' s Forum - None 3 . Financial Report : Ms . Kalinick said the balance is $ 277 , 458 . 87 . A sheet of current balances and proposed uses was included this month for CPA and non - CPA funds . The fall CPA grant agreement will be signed this week and then the first $ 300, 000 of the award will be transferred into the housing fund . 4 . Millstone Property discussion and guidance for Bohler Engineering' s pre -feasiblity conceptual plans : Laura Shufelt shared the initial guidance with Bohler and they started to sketch , found a few issues, and requested clarifications . Jill Scalise shared that on the first sketch , the road did not meet the 25 foot buffer, but the buildings were 35 -40 feet away . On the third sketch , the road on the eastern portion where single family homes are was not 50 feet . Ms . Hillis- Dineen said that the people she sat with expressed concern for vegetation and the buildings, there was not a lot of mention about the road . Mr . Ruchinskas agreed that the most important point was to leave vegetation undisturbed . Ms . Scalise spoke with Town Planner, Ryan Bennett, and she made some suggestions about more specifically defining the buffer . Ms . Kalinick said that in their Community Development team meeting it was suggested that the conceptual sketches be distributed to Department Heads to solicit their professional opinion . Mr . Hackert said he thought that was a good idea as they could identify any high level issues . Ms . Scalise said the other issue was that Bohler had trouble putting the buildings on and the turn around with the buffers and asked if the water easement could be crossed for a turn around . Chair deRuyter suggested that we define for sketch 1 that a buffer of undisturbed vegetation of at least 15 feet be maintained from the property border to the road and 25 feet from the border to the buildings on the northern portion . On sketches 2 & 3 , the 15' and 25 ' buffers described for sketch 1 continue in the northern portion of the property . However, the southeastern portion requires a 30 foot buffer of undisturbed vegetation and a distance of 50 feet from the property boundary to any constructed building . . In terms of the water easement, it would be okay to cross the water easement but not go all the way down to the end of the parcel due to infrastructure costs . Mr . Ruchinskas asked if there was any feedback on the road configuration , he is concerned about it being a straight away . Ms . Scalise will send clarifications to Laura Shufelt for Bohler . If Department Head feedback is received before the 5th the Trust can review it at their meeting . The 3rd Community Engagement session is March 10th 6 to 8 at the Brewster Ladies Library , Ms . Scalise said that we need to work with Barrett to design it and Laura Shufelt 8 . Draft Trust General Information : Ms . Scalise made a few small change based on feedback from Mr . Ruchinskas about the rehab language that was in there and then added information about potential CDBG funds . The draft was sent to Shelly Goehring from MHP . She made some comments about the wording in goals and the Rehab program . She will be coming to the Trust meeting in May and we can talk about her comments . Ms . Kalinick moved that we accept the Trust General Information guidelines, Mr . Ruchinskas seconded . The Trust voted unanimously in favor . 9 . Housing Coordinator Update : Ms . Scalise was the captain for the Brewster team for the Cape Housing Institute Wrap up session . Andrea Aldana and Pelinda Deegan from Community Development Partnership were in attendance as well as Skye Freyss-Cole as facilitator . There were 12 attendees from different committees, departments and administration . The main goals that came out of the session were : permanent funding source for the trust; outreach for ADU - Housing Partnership will do marketing and publicity about ADU ; revisit the CPA formula and to have housing incorporated into the Local Comprehensive Plan . Chair deRuyter said there was a good diversity of representation and roles and relationships were discussed . One of the items that came up was a diversity inclusion group . Ms . Spade -Aguilar will continue to work on this informally and will bring it back to the Trust for discussion . Additional items for the Housing Coordinator is the resale of 275 Yankee Drive ; closing is 2/28 and there are 30K in buy down funds being used . She just received a foreclosure notice for a unit at the Yankee Drive condos . We are waiting on the CPC grant to be signed for the Trust to move forward on 212 Yankee . Jill and Donna have been working on the Mass Works grant and the Town ' s portion as POAH is about to enter the DHCD funding round . There is a Lower Cape Peer meeting from 3 to 5pm on March 5th at the Brewster Town Hall ; Stefanie Cox will be in attendance to update how ADU production is going . 10. Any other business not anticipated : None 11 . Next Meeting : March 5th and 10th and April 2 , 2020 . 12 . Approval of Minutes from January 2, 2020 : Mr . Hackert moved to approve the minutes of January 2 , 2020 with clerical changes, Mr . Ruchinskas second . The Trust voted unanimously in favor . 13 . Adjournment : Mr .
