Reiman at 6:00 P.M., Thursday, December 20, 2012, Council Chambers, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio Randy Krum " Susan Naples Noted absent was Councilmember Sitarz. Also noted present was Municipal Clerk Kathleen M. Barney and Borough Attorney Robert J. Bergen, Esq. The meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Roll Call Noted Absent Also Noted Present Silent Prayer/ Pledge of Allegiance The Municipal Clerk stated that on January 9, 2012 the 2012 Statement of Annual Notice was mailed to The Home News Tribune, The Star Meeting Notice Ledger and posted on the Bulletin Board. It was published in The Home News Tribune on January 9, 2012 and in The Star Ledger on January 10, 2012. Upon MMS &C by Councilmembers Diaz and Bellino and Minutes for Approval unanimous affirmative vote of the five (5) members present, the minutes of December 6, 2012 were approved as transcribed and engrossed by the Clerk. 1. Janet Wall Ordinance - Ordinances- First Reading First Reading #12 -17 Authorizing the Acquisition of Certain Real Property within the Borough of Carteret for Flood Control /Mitigation Purposes. #12 -19 Amending Salary Ordinance #71 -9. Ordinance #12 -17 The Clerk stated that Ordinance #12 -1'7 was introduced and adopted on First Reading of the Borough Council of the Borough of Carteret held on December 6, 2012. It was duly published in The Home News Tribune on December 13, 2012 with notice that it will be considered for final passage after Public hearing to be held on December 20, 2012at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. 2 December 20, 2012 Upon MMS &C by Councilmembers Diaz and Bellino and Open unanimous affirmative vote of the five (5) members present, the Mayor declared the Public Hearing to be opened. There were no comments from the public. There being no comments or objections to the Ordinance the Closed Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) members present. Upon MMS &C by Councilmembers Bellino and Krum ORDINANCE #12 -17 "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET FOR FLOOD CONTROL /MITIGATION PURPOSES" was .finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Councilman Sitarz was noted absent. Upon MMS &C by Councilmembers Diaz and Naples Ordinance #12 -19 To Amend Ordinance #71 -9 Establishing Salary Schedules for Various Officials & Employees of the Borough of Carteret Adopted ORDINANCE #12 -19 "AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS & EMPLOYEES OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the affirmative. Councilman Sitarz was noted absent. 4. Public Portions Resolutions /Agenda Items & Neiv Business Mayor Reiman said as he recalled, this was a pass through grant from the Federal Government to the State Police and the State Comments Police to the Borough for construction of the State Police Barracks. 4. #12 -204 Professional Services - McManimon, Scotland & Baumann, Re: Various Legal Matters. S. #12 -205 In Support of Waterfront Marina US Army Corp. of Engineer's Permit Application. Mayor Reiman said that this is to construct the Marina at the Waterfront. 5. The Mayor said this is for the construction of the 30 inch Sanitary Force Main under the Turnpike. Consent Agenda Mayor Reiman asked for a motion on the Consent Agenda. Bills December 20, 2012 Business to be Added Business to Be Added: Committies COMMITTEES - Buildings & Grounds Building & Grounds- Committeewoman Naples reported that the three Buildings that were most heavily affected by Hurricane Sandy were the Recreation Center, the Borough Garage and Library. The Library is up and running and awaiting new carpeting, new shelving and things like that. They are up and running on a full schedule. The recreation center walls have been taken down and sanitized. They are also working on that to get it running. The Borough Garage is ongoing and waiting to hear from FEMA to see if that will be covered. That will be a long ongoing project. Finance & FINANCE & ADMINISTRATION - Committeeman Diaz reported Administration that the tax collector period ended on November 1st and the delinquent notices will be mailed out. We had the Borough Tax Sale on the 17 of this month. It went fairly well. Under sewer collections, the Sewer Program is now complete. We had nine hundred & thirty two residents who participated in the program and were issued checks. Other than that, progress. He wanted to wish the Mayor and the rest of the Council and the residents of Carteret a wonderful and safe Holiday Season and a Happy New Year. Fire & Domestic FIRE & DOMESTIC PREPAREDNESS - Committeeman Krum said Preparedness he will have his yearend report on swearing in day. He wished everyone a Happy Holiday and Happy New Year to the Mayor and Council and everyone. He reported progress in the Fire Department. Parks, Recreation, PARKS, RECREATION & PUBLIC PROPERTY - Committeeman & Public Property Bellino reported about the Winter Festival. He said it was very R December 20, 2012 successful. The outpouring of people was outstanding. Taqualla did a wonderful job with setting this up with the staff. Last night we had a vigil for the youth from the Sandy Hook Elementary School. It was very inspiring and the outpouring of support was fantastic. He thanked the Mayor and staff for putting that together as well. Progress. POLICE: Committeeman Sitarz was noted absent and reported Police progress. PUBLIC WORKS: Committeman DiMascio reported that the men Public Works have been out putting up pedestrian signs that have been taken down. They are putting up signs stop signs. Progress. The Mayor said he noticed that there was a Federal Grant that came.through the County. The County selected certain individuals to be employed that.met certain eligibility income requirements. We have two (2) temporary employees working for the county, on Comments the back of our recycling trucks. It is a County hiring program, they are doing it and there are eligibility requirements.. They have to meet with the Federal dollars coming in. You may see some new faces. They are not per diem or Borough employees. They are County Temporary employees. They have been here for a while. There is also the possibility that fourteen to twenty additional temporary employees will be hired by the County using dollars from FEMA. Again there is certain eligibility requirements like a being out of work for a long period of time and a High School Diploma, The County will make those appointments and will make that determination where they will go around the County, If we get them in we'll use it to supplement the DPW or the Parks for a short amount of time so our guys can get into some of the larger repair work around the Waterfront Park and other areas. Councilman Dilvlascio asked how long that would continue. December 20, 2012 Mayor Reiman said it is only for six months. It is up to "X" amount Comments of dollars an hour and up to $15,000.00 per employee. It is a Continued temporary part time position with no benefits. Board of Education Board of Education Liaison: Committeewoman Naples- Carteret High School, as we all know, won The Central Jersey Group II Football Championship. We have a good group of student athletes and some of them are being looks at by Ivy League Schools. The Coach asked that I thank you Mayor on behalf of himself and the team. Councilwoman Naples said he did write to the Mayor, the kids were just overwhelmed coming back from Carteret with the signage and tour through town they said it was indescribable. Also, all of the schools did an outreach for Hurricane Sandy. All of them were very successful and all contributed to the betterment of the community. Nathan Hale had three events, they sponsored a district wide denim day, they had a penny (inaudible) and they had a Holiday Concert which she is sure it went very well. All the proceeds went to the Hurricane victims. The Board of Education Re- Organization is January 3rd. at 7:00 P.M. We would like to give our best to the reelected and new candidates that will be sworn in at the January 3rd. 2013 7:00 P.M.. Thank You. Mayor Reiman wished everyone a Happy Holiday Season.
