SUMMARY STATEMENT:
The McCall Historic Preservation Commission (HPC) has powers, duties, and responsibilities outlined in Title II, Chapter 4 of McCall City Code, including 2-4-110 (B) The Commission,
either on its own initiative, or upon the request of the City Council, or upon the request of the owner of the property proposed to be designated, may recommend the designation of an
historic property or historic landmark.
HPC has been working with the owner of the Pioneer Hangar at the McCall Municipal Airport to determine a course of action regarding the preservation and rehabilitation of the historic
hangar. In November, 2017, HPC requested Historical Architect Fredrick Walters to conduct a preliminary review of the hangar to guage whether the structure has retained enough original
qualities to make it eligbile for the National Register. Waters stated that, athough the exact year that the hangar was built is currently unknown, photographs show the hangar with
1930s era automobiles and the building has retained its overall mass, roofline and location. Therefore, the hangar could be considered for the National Register (see attached letter
and photos).
HPC met on December 5, 2017 and voted to recommend submission of a Certified Local Government Grant to hire an architectural historian who would prepare a nomination of the Pioneer Hangar
to the National Register of Historic Places. It is expected that the consultant cost will be approximately $4000. The owner of the Hangar will provide a portion of the project cost
($1000), and the grant will be matched with $500 allocated from the Historic Perservation Commission FY18 budget and in-kind City staff time and HPC volunteer time.
RECOMMENDED ACTION:
Approve submission of a FY18 Certified Local Government grant application for National Register nomination of the Pioneer Hangar and authorize the Mayor to sign all necessary documents.
