BOARDS) BE IT ORDAINED by the Governing Body of the Borough of Carteret, Middlesex County, that Chapter 160, "Land Development: of the Revised General Ordinances of the Borough of Carteret be amended as fbllows: follows: Section 160-3 of thc Carteret Code. "Definitions", is hereby amended as a) The definition of'"BILLBOARD" shall be amended to read as tbllows: BI/,I.BOARD - Inchldes any sign or Oil'-Premises Advertising Sign used to identi~, the product made or the activity being pursued by an individual, service, business, commercial or industrial enterprise tbr the propose of appraising the public of the locations of such enterprises and/or type of activity in which it is engaged al a locatk)n other than the premises'upon which the Billboard is situated b) The third sentence of the definition of "SIGN" shall be amended to read as f'ollows: An "Off-Premises Ad',ertising Sign" is a sign which directs attention to a business, commodity, service or entertainnmnt conducted, sold or offered other than upon the premises on which the sign is located 2 Section 160-113 of the Carteret Code, "Signs" is hereby amended to read as K~llows: A General prohibitions (1) No sign o£any type shall be permitted to obstruct driving vision, traffic signals, sight triangles and traffic direction and identification signs. (No change to subsections B through K) 1. Off-Premises Advertising Signs Off-Premises Advertising Signs, including Billboards, shall be permitted as a conditional use within any Industrial or Commercial Zoning District ill the Borough stOiecl to tile following conditions: (1) No pan of any Oil'-Premises Advertising Sign shall be located within 1000 feet o£a residential district, nor within 500 feet of another Off-Premise Advertising Sign, said 500 feet to be measured along tile side of the Roadway as the proposed Off'- Premise Advertising Sigm (2) No part of any Oil'-Premises Advertising Sign shall be located more than 300 f~et from the edge of the right ofv~ay of the New Jersey Turnpike or within 300 fi2et of an entrance or exit ramp of the New Jersey Turnpike The spacing requirements with respect to billboards set folth itl the Federal Highway Beautification Act. New Jersey NJAC 16:41 C [ et seq as well as thc New Jersey Turnpike rules and regulations set ibrth under Nc~vx Jersey AC Chapter I 9. together with Roadside Sign Cnntrol and Outdoor Advertising Act, NJSA 275-5 et scq are adopted t~erein by reference with tile provisions contained thereunder xdth regard to Outdoor Advertising billboards incorporated herein (3) With respect 1o each sign structure, no more than two sign thces, one on each side of any sign structure (double sided) shall be permitted: with the measurements of the billboard not to exceed 14 feet x 48 feet on one side for a total of 672 square feet of advertising space per side or a total maximum permitted advertising space of 1344 square feet fbi' both spaces (4) No part of any Off-Prenlises Advertising Sign shall be higher above grade of the Roadway than the maximum height of a principal structure in the zone in which the proposed structure is to be locate& (5) The lighting standard ~br billboards shall require shielded lighting displayed directly on the f~dCe of the sign (6) Tile specific requirements contained in NJAC 16:41 C-87 off- premises signs are hereby incorporated by reference and made a part hereof so that any applicant must comply with the general standards contained therein 3 Section I60-132 of the Caneret ('ode. "Neighborhood Commercial Zone regulations", is hereby an)ended to revise subsection C to read as follows; C Conditional uses shall be permitted upon a application and approval of the Planning Board as follows: [No change to subparagraphs C (1) and ~' (2)] (3) ()fi'-Ptemises Advertising Signs. 4 Section 160-132 of the Carteret Code, "Neighborhood Comlnercial Zone regulations", is hereby amended to revise subsection E to read as fbllows: E Permitted signs shall be as follows: [No change to subparagraphs E (I) through E (5)] (6) Off-Premises Advertising Signs in accordance with Sections 160-113 and Article IX 5 Section 160-132 of the Carteret Code. "Neighborhood Coinmercial Zone regulations:, is hereby amended to revise subparagraph G (2) to read as follows: (2) Signs painted upon tile exterior side or rear walls of any principal or accessory building or stmcttn'e 6 Section 160-133 of the Carteret Code. "Highway Commercial Zone regulations", is hereby amended to revise subsection C to read as follows: C Conditional uses shall be permitted upon application and approval of the Planning Board as follows: [No change to subparagraphs C (I) and C (2) ] (3) Off-Premises Advertising Signs 7 Section 160-133 of the Carteret Code, "Highway Commercial Zone regulations", is hereby amended to revise subsection E to read as follows: E Permitted signs shall be as follows: [No change to subparagraphs E (1) through E (9) ] (I 0) Ott'-l'remises Adve~xising Signs in accordance with Sections 160-113 and AlTicle IX 8 Section 160-135 of the Carterel (?ode, "Light Industrial Zone regulations", is hereby amended to revise subsection C to read as follows: ( Conditional uses shall be permitted upon application and approval of the Planning Bored as follows: [No change to subparagraph C (1)] (2) Off:Premises Advertising Signs t) Section 160-135 of the Carteret Code. (3)] (4) Off-Premises Advertising Signs in accordance with Sections 160-113 and Article IX I 0 Section 160-135 of the Cartcret Code, "Light Industrial Zone regulations", is hereby amended to revise subparagraph G (5) to read as follows: (5) Painted exterior wall signs I1 Section 160-137 of the Carteret Code.
