This team consists of Horrocks Engineers, SPF Water Engineering, Crestline Engineers, Secesh Engineering, Strata Geotech and Control Engineers. Since 2011, the City has authorized three (3) engineering service contracts with Horrocks (in 2011 for 3 years; 2013 for 2 years; and 2015 contract for 3 years). Each subsequent contract principally served as a “renewal” with defined term deadlines revised. Since 2015, the Horrocks Engineering team has been critically involved in completing various Streets Department task orders including, but not limited to: Downtown Core Feasibility Analysis, Downtown Core Preliminary Design, Transportation Master Plan, Streets Pavement Inventory, Commerce Street Reconstruction, Edgewater Circle Water Main Improvements, Gravel Roads LID. They also provide the Streets Department management staff providing miscellaneous transportation engineering services (i.e. grant applications, general technical assistance, and general municipal engineering research). Horrocks now has over 7 years of experience working with the City, learning and adjusting to meet the changing consulting needs of McCall. The institutional knowledge gained during this time is beneficial to their efficiency and cost effectiveness for future projects. Given the number of ongoing and planned projects over the next 3 years (including Idaho Street and Downtown Core Reconstruction), Staff is recommending a contract renewal for an additional three years until January 14, 2021. Attached is the proposed new three (3) year contract. Horrocks has committed to maintain their current cost multiplier (2.7), which is on the low end of the industry as well as other provisions that are favorable to the City including no mark-up on sub-consultant charges.  RECOMMENDED ACTION: Approve the contract with Horrocks Engineers, and authorize the Mayor to sign all necessary documents.  RECORD OF COUNCIL ACTION  MEETING DATE ACTION
