Department Approvals Initials Originator or Supporter   Mayor / Council     City Manager     Clerk     Treasurer     Community Development  Originator   Police Department     Public Works     Golf Course    COST IMPACT: N/A Parks and Recreation    FUNDING SOURCE: N/A Airport      Library    TIMELINE: ASAP Information Systems      Grant Coordinator    SUMMARY STATEMENT: Alpine Village Townhomes LLC has submitted Planned Unit Development (PUD) General Plan and Subdivision Preliminary Plat applications for development of thirty (30) townhome units in nine (9) duplex structures and four (4) triplex structures located on approximately 2.41 acres adjacent to the existing Alpine Village Plaza. The project includes an application for re-zoning of the property from CC – Community Commercial to R16 – High Density Residential zoning. At its February 7, 2017, meeting, the McCall Area Planning and Zoning Commission unanimously approved the project Design Review/Scenic Route application and recommended the companion Planned Unit Development, Zoning Amendment, and Preliminary Plat applications for approval by the McCall City Council with conditions. The applicant then submitted a Notice of Appeal of Decision in the matter of the Design Review/Scenic Route P&Z approvals, challenging Condition No. 21 that requires the developer to pave a portion of Railroad Avenue that provides access to the project. Staff Report, Zoning Amendment Ordinance and Summary, draft Findings of Fact documents, application materials, excerpts from P&Z meeting minutes, and written public comment received to date are attached.  RECOMMENDED ACTION: Hold a public hearing. Suspend the rules and read by title only one time only Ordinance No. ____. Adopt Ordinance No. ____ to rezone from CC–Community Commercial to R16–High Density Residential zone, approve the publication of the summary, and authorize the Mayor to sign all necessary documents. Approve Planned Unit Development application PUD-17-01 as recommended by the McCall Area Planning and Zoning Commission and authorize the Mayor to sign all necessary documents. Approve Subdivision Preliminary Plat application SUB-16-04 as recommended by the McCall Area Planning and Zoning Commission and authorize the Mayor to sign all necessary documents. Uphold the McCall Area Planning and Zoning decision regarding Design Review application DR-16-54 and Scenic Route application SR-16-19, deny the appeal of this decision, and authorize the Mayor to sign all necessary documents.
