The purpose of the Hearing is to obtain the public's input on the City's
housing and community development needs. Of primary concern will be
the needs of low and very low- income individuals and families, as well as
the needs of the homeless, and people with disabilities.

HOUSING AND COMMUNITY DEVELOPMENT
NEEDS FOR FISCAL YEAR 2013
The purpose of this Hearing is to obtain citizen input and comments on the City
of Lynwood's community development and housing needs and how best to
address those needs with the use of CDBG and HOME program funds for fiscal
year 2013.
The City of Lynwood's funding allocations from the Department of Housing and
Urban Development (HUD) continues to decrease. The City of Lynwood expects
to have approximately $1,200,000 in Community Development Block Grant funds
and $500,000 in HOME grant funds for use during fiscal year 2013 (July 2012 —
June 2013). HUD provides these funds to assist the City in carrying out a wide
range of activities to benefit low and moderate - income families. Activities
directed towards neighborhood revitalization, economic development, the
improvement of public facilities, streets, sidewalks and alleys, as well as home
improvement and public services.
The Department of Housing and Urban Development (HUD) requires that at least
70% of the funds allocated to the City benefit low and moderate income
residents; 15% may be used for public services; and 20% can be used for
program administration. Activities funded with CDBG funds must meet one of
the following objectives:
• Elimination of slums and blight and prevention of blighting influences;
• Elimination of conditions detrimental to health, safety, and public welfare;
• Stimulation of economic growth, development, and employment opportunities
• that will benefit persons of low and moderate income;
• Conservation and expansion of housing stock for low and moderate income
households;
• Restoration and preservation of properties of special value;
• Development and improvement of public facilities which will contribute to the
• Livability of residential areas;
• Concentrate on programs that provide assistance in housing opportunities,
code enforcement; and /or selected community development target areas, to
maximum the impact.
Priority funding of CDBG and HOME activities should be given to activities that:
• have a high benefit to low and moderate income persons;
• have a detailed plan for permanent funding;
• require a one -time only infusion of funds;
• are likely to achieve their objectives and be successful;
• use other public and private sources to the greatest extent possible;
• support or coordinate with other community development efforts;
• present a reasonable, sound budget; and
• are implemented by organization with a solid track record.
Other activities should be geared towards the prevention and elimination of
slums and blighted conditions. For an activity to meet this requirement, it must
be designed to address the conditions causing the slums and blight. Generally,
areas of slums and blight are determined by the County, though activities
designed to remove a specific blighting condition can be considered. Activities
that do not meet one of these two broad national objectives as noted above
cannot be funded.
Home Investment Partnership Program (HOME)
The HOME Program enables the City of Lynwood to provide additional
affordable housing to low- income persons. For that past two years, HUD granted
Lynwood approximately $600,000 annually. However the City is expecting a
decrease in the amount of this year's allocation. Typical uses for HOME funds
include:
a. Property Acquisition
b. Rehabilitation
c. Construction of New Housing
Because of limited funding, not all activities will be funded this year, and /or
funding allocations will be reduced. Funding recommendations will be made
based upon funding availability, the program's past performance and experience,
and the community's needs. Lynwood City Council will make final funding
selections.

The City of Lynwood is starting the planning process for the use of Community Development
Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds for fiscal year
2013. An important part of this is to ask you, the resident, what you think are the important needs
in your neighborhood. Please help the City prepare the plan by completing the following survey.
