CITY OF LYNWOOD
REGULAR MEETING OF THE PERSONNEL BOARD
NOVEMBER 17, 2011
The regular meeting of the Personnel Board of the City of Lynwood was held on
Thursday, November 17, 2011 at 5:00 p.m. in the Council Chambers of City Hall,
11330 Bullis Road, Lynwood, California. The agenda was duly posted as
prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:00 p.m. by Chairperson Robinson. Roll call
was taken by Alfredo Lopez, HR Director.
Commissioner Attendance:
Present — Bradley, Robinson; Esparza; Espinoza; and Perez
Staff Present:
Alfredo Lopez, HR Director
PLEDGE OF ALLEGIANCE
Led by Commissioner Perez.
APPROVAL OF MINUTES
The motion was made by Vice -Chair Espinoza and seconded by Commissioner
Esparza to approve the minutes of the regular meeting of October 20, 2011. All in
favor. Motion carried.
PUBLIC ORALS -None
INFORM ATIONAL ITEMS
Mr. Lopez informed the Board that the 2011 -2012 Budget is now available on line.
You will need to go to the city's website and click on the budget item then scroll
down to the current year.
COMMISSIONER & STAFF ORALS
Vice - Chairperson Espinoza inquired about the annual commissioner dinner. Mr.
Lopez stated he would confirm the date and staff would call the Board.
Commissioner Bradley inquired about the Account Clerk recruitment. Mr. Lopez
responded that that the written exam was a great success and HR will soon be
scheduling the oral interviews. An eligibility list will be forthcoming for the Board's
approval either in December or January.

Commissioner Perez thanked the Board for their support during the election
process. He indicated that it was a great experience.
Vice - Chairperson Espinoza inquired about the car for sale ticket process. She
asked if the City can remind residents of the can and can't do when selling a car.
Mr. Lopez will follow up with a copy of the flyer informing the residents about not
displaying a for sale sign.
Chairperson Robinson would like to know the timeframe it takes from receiving a
complaint and resolving the problem. He then inquired about the tree planter
recruitment. Mr. Lopez informed the Board that candidates had been interviewed,
oriented and those over 18 years were fingerprinted. The candidates are either
ready to start or have started.
Chairperson Robinson asked how successful is the on -line recruitment process?
Mr. Lopez responded that its 100% successful. He then asked who makes the final
decision when hiring someone. Mr. Lopez responded that the Human Resources
oversee all the aspects of the recruitment and the appointing authority (department
head) makes the selection. Human Resources also assist the departments with
due process when disciplining an employee.
CLOSED SESSION
The Board adjourned to closed session. The Eligibility List for the position of
Parking Control Officer was approved. All favor. Motion carried.
ADJOURNMENT
Commissioner Esparza stated that he will be in Hawaii and will probably not attend
the December meeting.
Chairperson Robinson wished everyone a Happy Thanksgiving and advised
everyone not to drink and drive.
Commissioner Bradley made the motion to adjourn and Commissioner Esparza
seconded. The meeting adjourned at 5:45 p.m. All in favor. Motion carried.
