The initial membership commitment is a three-year term, beginning with FY19. City membership will continue through FY21, after which staff will re-evaluate health insurance provider options. The health insurance plan that was selected during the July 27, 2018 budget work session is “III-A Plan 90”. The documents required for membership and plan selection have been reviewed by the City Attorney, and are attached as follows: III-A Participation Agreement III-A JPA III-A JPA Addendum  RECOMMENDED ACTION: Approve a 3-year membership with the Idaho Independent Intergovernmental Authority (III-A), approve the III-A Plan 90 health insurance plan, and authorize the Mayor to sign all necessary documents. Council directed staff to move forward with membership in the III-A, and specifically III-A Plan 90 for employee health benefits.
