This comprehensive planning document provided the information and recommendations necessary for the responsible management of the City’s water system. During 2018, the City, with the assistance of Bowen Collins Associates and SPF Water Engineering completed a water rate study that identified the recommended water rates, capitalization/buy-in fees, and other fees necessary to provide the revenue to support the anticipated expenses necessary to implement the recommendations of the Water Master Plan. On June 25, 2018, City Council adopted staff’s recommendations for new water base and usage rates for the next 5 fiscal years (FY19-FY23), and directed staff to complete the necessary public information meeting, noticing, resolution preparation, and public hearing actions necessary to implement the recommended rates to become effective October 1, 2018. Public email comments are attached. The attached Resolution 18-18: Formalizes the Council’s recommended water rate and capitalization fees for FY19-FY23, Replaces existing Resolution 06-17 (attached) and all previous and related resolutions, Defines new water connection fees to more equitably reflect the City’s costs for providing and managing new water service connections of varying types, Defines new water fees to cover the City’s costs for providing construction water which the City is already providing to the community via the Public Works filling station hydrant and hydrant meter rentals.  RECOMMENDED ACTION: 1. Hold the public hearing. 2. Approve Resolution 18-18 adopting new FY19-FY23 water rate, capitalization and associate fees changes and authorize the Mayor to sign all necessary documents.
