' ' 2 AN ORDINANCE PROVIDING FOR LICENSING DOGS !,7ITHIN THE 3 CORPORATE LIMITS OF THE CITY OF LYMYOOD, AND THE 4 DESTRUCTION OF DOGS NOT I,ICF.'NSED, AND FIXING THE PEN - 5 AL1Y FOR THE VIOLATION OF SUCH ORDINANCE. 6 7 The Board of Trustees of the City of Lynwood do ordain a as follows: 9 SECTION 1. It is hereby declared to be unlawful for any to person owning or having charge, care or control of any dog to have 11 - or keep the same within the corporate limits of the City of Lynwood, 12 and no dog shall be permitted to be and remain within the said cor- 13 porate limits thereof, unless there shall be attached to such dog a 14 collar on which there shall be a metal tag with an appropriate num- ber obtained from the City Clerk and inscribed as hereinafter pro - 16 vided, an odd number to be used for a male dog, and an even number 17 for a female dog. la SECTION 2. The City Clerk shall keep a register wherein 19 • shall be entered.the name of the owner of the dog to which the tag 20 has been issued, and the number and date thereof. The City Clerk is 21 hereby directed to procure the necessary tags mentioned in the pre - 22 23' ceding Section, and to annually collect or receive from the Owner of every d - og owned or harbored within the limits of said City the sum 24 25 of Two ($2.00) Dollars, each, on every male dog, and Four ($4.00) 26 Dollars each on every female dog. And tl, said tags-shall have 27 stamped upon them the year and "October 1st," and shall be good for 28 one year from such date, and the City Clerk is required to 29 procure prior to the lst day of October of each year new tags stampe so as above required. The City Clerk shall pay moneys received by 31 him for sinch tags into the treasury, and such money shall constitute 32 " a special fund to be known as the Dog Tax Fund. -1- S � 1 I { w 1 1 SECTION 3: Any person owning or having charge, care or 2 control of any dog, who shall permit or allow the same to run at 3 large upon any street, lane, alley, park or other public place, with - 4 in the corporate limits of the City of Lynwood, and any person who 5 shall permit or allow any dog to be kept or to remain upon any prem- 6 ises under his immediate control, unless such dog shall be regis- 7 tered and shall have a collar attached thereto, on which there shall 8 be a tag, inscribed as in this Ordinance provided, shall be deemed ' 9 guilty of a misdemeanor. 10 SECTION 4: Any person who shall attach to or keep upon 11 any dog any tag provided for in Section,2 hereof, except h tag is- 12 sued to him for such a dog for the then current year, under the nro- 13 visions of this Ordinance, or who shall attach to or keep upon any 14 dog, or who shall make or have in his possession any counterfeit or 15 imitation of any tag provided for in said Section 2, shall be deemed 16 guilty of a misdemeanor. 17 SECTION 5: It shall be,the duty of the City Marshal, 18 during the month of November of each year, and at such other times 19 'as the Board of Trustees shall b resolution first duly posted in L 20 three public places in said City of Lynwood, direct, to kill or taus 21 to be killed all dogs within the City of Lynwood wherever the same 22 may be found which are not licensed and collared, according to the 23 provisions of this Ordinance, and to enter complaint against the 24 owners or keepers thereof. 25 SECTION 6.: Any person who has been assaulted or bitten 26 by any dog within the City of Lynwood while he was peacefully walk - 27 ing or riding outside the inclosure of its owner or keeper may make 28 an affidavit to such fact and file the same with the City Marshal, � 29 and it shall thereupon be the duty of the City Marshal to immediate- 30 ly give notice in writing of the filing of such affidavit to the 31 owner or keeper, and such owner or keeper shall thereafter krill such 32 dog forthwith, or keep him confined to his premises, and if he shall -2- 1 Neglect so to do, he shall be deemed guilty of a misdemeanor, and it 2 shall be the duty of the City Marshal to kill such dog at any time 3 thereafter if it is found running at large on any street, lane, alle 4 park or other public place in said City, and not in the immediate 5 care of its owner or keeper, or led by a chain or line. 6 SECTION 7: The Board of Trustees of the City of Lyn- 7 wood may at any time when they shall deem it necessary on account of 8 the prevalence of hydrophobia or rabies or for sanitary purposes, 9 order that all dogs within the limits of the City of Lynwood shall 10 be prohibited, for a time to be fixed in such order, from running at 11 large on any street, boulevard, alley, park or other public place 12 in such City, unless such dogs be securely muzzled, or led by a chaff 13 or line, so as to effectually prevent them from biting any person or 14 animal, which order shall be printed and posted in the same manner 15 in which the Ordinances in said City are printed and posted in said 16 City of Lynwood, and it`shall be the duty of the City Marshal, after) 17 twenty -four hours from the posting of such order, to kill all dogs 18 found unmuzzled, or running at large, contrary to such order. 19 SECTION 8: The City Marshal may serve or cause to be 20 served a copy of such order upon the owner or keeper of any dog with - 21 in the City of Lynwood, and if such owner or keeper refuses or neg- 22 lects after twenty -four hours from such service to muzzle or confine 23 such dog, as required by the temps of said order, he shall_ be deemed 2,1 guilty of a misdemeanor. 25 SECTION 9t Any of the duties prescribed herein to be 26 performed by the City Marshal, may be performed by a special police 27 officer, appointed by the Board of Trustees of said City, and he may ?8 be paid such fees or compensation as shall be fixed in the resolution 29 of his appointment. 30 person who shall violate an of the SECTION 10: Any p y 31 provisions of this Ordinance, shall be deemed guilty of a misdemeanor 32 and upon conviction thereof, shall be punishable by a fine not exceec ing Twenty -five ($25.00) Dollars or by imprisonment in the County -3- I i 1 Jail of the County of Los Angeles, not exceeding fifteen (15) days, 2 or by both such fine and imprisonment. 3 SECTION. 11: The City Clerk shall certify to the pas - 4 sage of this Ordinance and its approval by the President of said 5 Board, and there being no newspaper of general circulation published 6 and circulated in said City, he shall cause the same to be printed 7 and posted in three public places in said City of Lynwood, to-wit: 8 One copy upon the bulletin board at the entrance to , 9 the office of the Board of Trustees of said City at 205 West Mulford 10 Avenue, 11 One copy upon the bulletin board at the Pacific 12 Electric Railway Station known as Lynwood Station,'at the intersec- 13 tion of Long Beach Boulevard and Fernwood Avenue in said City, and 14 One copy upon the bulletin board at the northwest 15 corner of Mulford Avenue and Long Beach Boulevard in said City, and 16 thereupon and thereafter this Ordinance shall be in full force and 17 ;offaot is `s Adopted this / day of October, 1921. 20 I ATTE rest en o e a o Trustees o x GGYY the City of L wood.
