The Hoard of Trustees, now known as the City Council of the CJ_ty of Lynwood, do ordain as follows, to -wit: Section 1: Section 13 of Ordinance no. 68, known as the "Plumbing, cesspool, etc." ordinance, is hereby amended so that the same shall yeas as follows, to -wit: Section 13. Sewer connections, Storm Waters, Grease Traps, License for Pipes Constructions and Swimming Fools. Every building or other structure, in or for which any drainage or Vlumbing arrangements are constructed, shall first be inspected and ap roved by the Ilumbing inspector before any such building or structure shall be connected with an accepted city sewer; when said sewer is constructed along the street, avenue or alley adjacent to the property upon which said building or structure is situated, or in close proximity thereto, then such build- ing or structure shall have at least one four inch vent as provided for in thie Ordinance and all other fixtures in such buildings or structures shall be vented. It shall be unlawful for any person, firm or cortoration to connect any pipe on private property with any pipe in the street con- nected pith the public sewer of the City of Lynwood, or to construct any sewer, or to connect with any private sewer, or to connect any plumbing or house drainage without obtaining a permit so to do from the Building Inspector. The fee to be paid the building inspector for a permit to connect to any sewer or cesspool, shall be A-?1.00. All pipe shall be first -class vitrified salt glazed clay pipe, machine r__ade Bell and Spigot cement concrete pipe, or standard cast iron soil pive not less than 4 inches internal diameter for connections serving 20 persons or less, and not less than 6 inches for connections serving more than 20 persons. When a water closet is installed or roughed in the inter- nal diameter of such house drain shall not be less than 4 inches. A clean -out shall be Vla.ced in every sewer connecting 'free the coil pipe at the building and at all changes of direction. clean. -out -hall be made by inserting a "Y" branch, a full "Y" and one- ei.ghtn (1/8) bend being permissiable, in the line with a cap of the same material ti_.fitly cemented in the bell end of the "Y" branch to be used to grain access to the line for cleaning. All intersections to be made with the "Y" branch. No sewer or outside drain shell be placed closer than 12 inches to the outside of any building, or closer than 12 inches to the surface of the ground at any point in its course. All lines shall be laid straight and true and shall have a fall of not less than one foot in 50 feet towards the public sewer, or one - fourth (4) inch uo the foot. Provided, however, that whenever it is impractical due to the depth of the Street Sewer to obtain said fall of (4) one- fourth inch to ;•he foot towards the said sever,it shall be lawful to install sa said drain pipe with all the sall that is possible to obtain. -1 - The street sewer being 6 inches, a 6 inch to 5 ich - reducer shall be used to start -with. Each joint between sections shall have a gasket of Oakum or Hemp caulked into each joint and mulct be complete- ly and uniformly filled with cer_.ent composed of one part cer.:ent and two parts sand to be thoroughly wiped on the inside and made water tight when completed. All joi :ts of cast iron soil pipe shall be made witil pig lead and Oakum and shall 4.e thoroughly caulked. ::hen the connection is s-ich that it is impossible to secure a water tight cerr.ent mortar joint, a sewer joint compound which will meet the reauirerr.ents of the Building Inspector r,ay be used. No sewer connection shall be covered or concealed in any :vay until it has been inspected and approved by the Building or. No sewer or any part of a drainage system throug over any rood cess pool, or recently filled cess pool or excavation, provided it is impossiole to avoid such excavation, then it shall be installed as recommended by the Building Inspector. Any .:pork affecting any part of a drainage system measured outside of the property line, shall be done according to the City Engineer's specifications covering such work, and shall not be covered before it is inspected and approved by said City Engineer. Storm Waters. It shall be unlawful for any person, firm or corgi oration to connect any roof con.ductor, yard drain or other conduit used for ca rying off rain or surface water with any sanitary sewer of the City of Lynwood, or house connection leading thereto. Grease Traps. It shall be unlawful i'or any person, firm or cor- poration operating a hotel, restaurant or eating house serving 100 or more meals per day, to suffer, allow or permit the waste from the kit- chen sink to be connected directly to any public sewer of the City of Lyn -food, but must install a grease trap with a guaranteed cap- acity of 20 pounds. Establishments serving more than 300 meals a day, must install a grease trap .iith a guaranteed capacity of 60 pounds. All plurbing eflectir_g the sanitary condition of any building or structure located -,iithin the boundaries of any lots, shall be connected :;ith and drained into a public sewer within six mo- Piths. License gee for :ripe Construc It shall be unlawful nor any person, firm or corporation other than a licensed plumber or owner desiring to do his o-. 7n Mork, to engage in or carry on the business of laying of sewers on pri- vate property within the boundaries of the City of Lynwood Without. receiving a license so to do according to license Ordinance No. 73, Section 11. Swimming Pools. It shall be unlawful for any person, firm or corporation to connect any swimming pool or tank to any public sewer of the City of Lynwood, or house connecting sewer leading th.;reto except by special permit from the Board of Trustees. -2- S Sect 2: This Crdinance shall take effect from and after its final passage and apuroval. Section 3: The Clerk of the City of Lynwood is hereby directed to cau:_e this Ordinance to be published one time in the Lynwood Tribune which newspaper is hereby designated for that purpose.
