MISSIBLE TO RE -BUILD PARTLY DESTROYED BUILDINGS " IN SAID ZONE, AND REGALING ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFiLICT HEREWITH. The Board of Trustees (nor known as the City Council) of the •City of Lynvlood, do ordain as follows: Section 1: FIRE LIMITS: The general fire limits of the City of Lynwood shall include all that portion of said City of Lynwood bounded and described as follows, to -grit: No. 1: Long Beach Boulevard from Pernwood Avenue on the south to Beechwood Avenue on the north and extending back to the alley on both sides of said Long Beach Boulevard. No. 2: On Long Beach Boulevard from the south line of Fernwiood Avenue to the southerly boundary line of the City of Lyn - wood. On Long Beach Boulevard from the north line of Beechwood Avenue to the northerly boundary line of the City of Lynwood, and extending back in the above mentioned districts to the rear pro- perty line of all lots, or portions of lots bordering on said Long Beach Boulevard. No. 3: On Plaza Street from rdulford Avenue on the south to Sanborn Avenue on the north and extending back to alley on the east side of said Plaza Street. No. 4: On 1.1ulford Avenue from the alley -on the east to Court Street on the west and extending back to alley on the south side of said idulford Avenue. � No. 5: On State Street from the south line of Tweedy n Road to Long Beach Boulevard and extending back�z�ixea im the above mentioned districts to the rear property line of all lots, or portions of lots bordering on said State Street. C' W ;a - 2 - All buildings hereafter erected within the above descri- bed district shall be of Class "B" or semi -fire proof construction, except that in district No. 2 and S private residences and out- buildings may be wooden buildings, but must have a 30 foot set- back. Provided, that no business or offices can be maintained in any wooden Building. Section 2: CLASS "B" OR SEMI -FIRE PROOF BUILDINGS, DE- FINI'TION AND LITL'IT OF HEIGHT. Class "B" or semi -fire proof build- ings shall not exceed 4 stories in height except that spires or towers may be erected to a height of 125 feet. In buildings of Class "B" or semi -fire proof constructions all floor, ceiling and roof joists may be of wood. Every floor shall be composea of two layers of flooring, each of which shall not be less than 3/4 of an inch thick, with two thicknesses of asbestos paper be- tween said layers. Under such layers of asbestos there shall be placed a layer of water -proof paper turned up 2 inches at all walls, fixtures or structural work that pass through the floors. SECTION 4: FIRE BLOCKS. Each stud partition shall have two -inch .plates at top and bottom full width of the studding. And one row of two- inch fire blocks half ti ^gay between floor and coiling. Section 5: STAIRWAYS. Buildings of Class "B" or semi- fire proof construction that have a second floor area of 4000 square feet or less shall have one main interior stairway not less than 4 feet wide from the first to the top -most story, and - 3 - for each additional 4000 square feet or fractional part thereof in addition to said 4000 square feet of floor area an additional such stairway shall be provided, and such stairway shall be con- structed one directly above the other, or shall be constructed so that each flight shall. be in plain viow of each succeeding flight. Every stairway shall have at least one hand rail and if 5 feet or over in width shall have a hand rail on each side. Section G: ROOFS AND itOOF SPACES., Rafters in buildings of Class "B" or semi -fire proof construction shall not be placed more than 24 inches apart from center to center, and shall be cov- ered with boarding not less than 3A inches thick, and shall be covered with felt and asphaltum covered with gravel, or with other fire- resisting composition. The space between the ceiling of the top story and the roof of Class "B" or semi -fire proof buildings shall be divided into sections each having an area not exceeding 2000 square feet by tight partitions of one inch redwood, or by par- titions of studs metal - lathed and plastered both sides. All open- ings in such partitions shall have doors of similar construction which shall be self closing. Section 7: INSIDE FINISH. The usual trim of rooms, stairs and hallways, finished floors, windows, doors, and the frames thereof may be of wood, and the glass in windows and doors may be of plain glass. Section 8: SL'Y- FIGHTS. Sky -light frames and sash shall be constructed of No. 24 gauge galvanized iron. All glass in any such sky - lights. shall be wire glass securely fastened in place,and be not less than one- fourth inch thick, and shall not exceed 18 inches in width. Section 9: FIRE DAMAGE TO ;700DEN BUILDINGS. No wooden building now vn thin the limits prescribed in this Ordinance, which may be damaged or destroyed by fire to the extent of 50 per cent.%;: of the value thereof shall be repaired or rebuilt, nor shall any such building, when the damage to or destruction thereof as afore- • O k 1 0 said is less than 50 per cent of its value be so repaired or re- built as to enhance the value of such building over which the same was prior to such damage or destruction, or so that such building shall occupy any greater space or be of any larger dimensions than before such damage thereto or partial destruction thereof. Section 10: ILTERATION OF LXISTING BUILDINGS. It shall be unlawful for any person, firm or corporation to enlarge, alter, raise, build upon or remove any frame, or wooden building from one place to another within the fire districts, or from a place without such fire districts to a place within said fire districts. Provi- ded, however, that when any existing buildings within such fire districts No. 1 and No. 2 are taken for public use by condemnation for street or other purposes it shall be lawful to repair such buildings with the same material, or materials of which such build- ings are constructed. Provided, further that when any existing wood - on buildings within such fire districts tlo. 1 and Ko. 2 are repaired on the street front, or interior of such buildings only, it shall be lawful to make such repairs to the satisfaction of the Building Inspector; .pith materials of the same kind as those of which - the building is constructed. 6ection 11: BUILDINGS OR STRUCTURES D:ilvUGED 50 per cent OR _ It shall be unlawful for any person, firm or corporation to repair any building within the fire districts of the City of per cent Lynwood that has been damaged more than 50/ of its actual value by wear and tear, or action of the elements, or by fire. Therefore should the above condition exist or happen, the Building Inspector shall notify the owner, person, in charge, lessee or occupant thereof in writing of such facts, and renuire such owner, person in charge, lessee or occupant of such building to demolish said building, or remove same outside of the fire district A - 5 - ;+e1 -ice inside of ten days. Section 12: ROOFS WITHIN FIRE LIMITS. e, . W It shall be un- lawful to build, rebuild or repair any building, or reconstruct any wooden roof of any. building in the fire limits with any mater- ial other than fire proof material. Section 13: ARBITRATION. The amount or extent of dam- age that may be done to any building or structure shall for the purpose of this ordinance, be determined by three dis- interested persons, residents of the City of Lynwood and free- holders there- in; one of which shall be selected by the owner of the building or structure, one by the.mayor of the City of Lynwood and the two then chosen shall select the third. Arbitrators shall be compe- tent builders, architects or engineers, who, after investigating the facts shall make a decision that shall be final. Section 14: P TTALTY. Every, person, as principal, agent, or oIherwiso, violating or failing, neglecting or refusing to comply with any cf' provisions of this Ordinance, shall be deemed guilty of a misabffteanor and upon conviction thereof, shall be punished by a fine not exceeding three hundred Dollars (5300.00) or by imprisonment in the'City Jail of the City of Lynwood for not more than ninety (90)'days, or by both such fine and imprisonment; and every day dunning any portion of, which any of the provisions of this Ordinance shall be violated or during which there shall be a failure, neglect or refusal to comply with any of the condi- tions thereof shall constitute a separate misdemeanor and shall be punishable as provided. Section 15: The City Clerk of the City of Lynwood shall certify to the adoption of this Ordinance, to its attestation by the City Clerk, and.shall cause to be published by one insertion in the "Lynwood Tribune" a newspaper of general circulation, pub- fished and circulated in the City of Lynwood; and thereafter the same shall become effective according to law, to- wit:.thirty days after its final passage. l r i r d a 6 - Adopted this day of — 1929.
