Vhen any person shall not take the vacation to.which ho is entitled . in any calandar yeas; such person with the approval of the liead of hie department may be alloyed such vacation: during the succoad- my aalandor year, but, in no event shall any vacation with any pay exceed twenty -foaxr working days in any calands?r year, nor when due be cumulated beyond the noxt succeeding calander year.
