OF WARRANTS, AND REPEAL ING'ORDIN ONCE NO. 4 OF SAID CITY OF LYNl'dOOD. 0 - - - The C Council of the City of Lynwood do ordain as follows SECTION 1: That the Superintendent of the Water Department,. Chief of Police, Fire Chief, City Clerk, City Treasurer and the Superintendent of Streets shall on or be- fore the first regular meeting of the City Council i.n.each month and on or before the next regular meeting of each month transmit to the City 'Clerk a list in duplicate of the names of employees in their respective departments, together with a record of the time.of the service of each employee, from the first of the month to the-fifteenth of -'the month and from the' fifteenth of ` the" month• ="to° °the•= en.d = -of -, the= monthi.re_ spectively for each of such reports,and department heads shall include in said list a statement of any time during v✓hich any employee was off duty and the cause thereof and shall certify to the correctness of such reports. SECTION 2: The City Clerk shall prepare one pay- roll demand for each of said lists and upon the approval of the warrant therefor by,the City Council, the City Clerk shall transmit to the City Treasurer, the warrant, together with _ 9T the duplicate payroll, upon which duplicate payroll the City Clerk shall certify that the sane -is a true and correct copy of the original payroll list attached to said warrant as ap- orov,ed by the City Council, and the CityTreasurer shall there- upon have authority to pay to each of the persons mentioned on said duplicate payroll list, the amount specified thereon. The City Clerk shall prepare separate demands for the salary or gages of all officers or employees of the City not specified in the lists above mentioned. SECTION 3: All bills and payrolls after approval by the various heads of departments above mentioned, shall be transmitted to the City Clerk not later than Monday noon prior to the meeting at which the same are presentable to the Council as provided in this ordinance. S ECTION 4: Claims against the City based upon smitten contracts and all claims for goods, wares and mer- chandise furnished to the City and for services rendered to the City, not based upon written contracts, shall be presen- ted in writing to the City Clerk. On receipt of such claims the City Clerk shall transmit the same to the various depart- ments for whom services are rendered or materials purchased, and the head of such department shall return same to the City Clerk with the endorsement thereon of the accuracy and the correctness of the items thereon. Upon return of the sane the City Clerk shall prepare warrants therefor for pre- . , sentation to the City Council, provided, however, that no warrant for materials furnished to the City shall be prepared by the C,ty Clerk unless there is attached thereto requisi- r tions 'signed by the eammissioner having char e.of the Depart- ment for which such materials were purchased, except in the case of materials purchased out of a petty cash fund in the (hands of some department head, in which latter case the war- rant shall be prepared by the City Clerk and presented to the C ty Council and shall have attached thereto the record of disbursements out of said petty cash fund and certified to the accuracy thereof by the particular department head, and except claims of Utilities and disbursements by the Welfare Committee and such other claims as in the discretion of the City Clerk do not require requisitions attached thereto, which 1. said claims shall be certified as to the accuracy thereof by the particular department head against which the claim is rendered. - 2 - SECTION 5: All claims and demands, after approval by the head of the Department for which materials were fur- niched or services rendered., and before the authorization of a warrant therefor by the City Council, shall be examined by the Commissioner having supervision of said department, and if the claim is a proper one, said commissioner shall endorse his approval thereon. SECTION 6: No warrant for materials furnished br services rendered to the shall be presented by the City Clerk to the City Council that was prepared contrary to the provisions of this Ordinance. SECTION 7: All warrants in payment of claims and demands against said City shall be signed, after approval by the City Council, by the Mayor and counter- signed by the City Clerk, and said warrants shall. thereupon constitute the City Treasurer's authority to make payment of said claims and de- mands against said City. SECTION 8: No action shall be brought on any claim for money or damages against the City of Lynwood or any of- ficer thereof until a demazd'for the same has been resented as herein provided and rejected in whole or in part. If re- jected in part action may be brought to recover the whole. All claims for damages against the City must be presented within six months after the occurence from which the damages arose and all other claims or demands shall be presented within six months after the last item of the account or claim occurred. No action shall be brought against said City or any officer thereof upon any claims or demand that has been in whole approved by the Council, provided,however, nothing herein contained shall be construed to deprive the homer of - 3 - .any demand of his right to resort to Writ of Mandamus or other proceeding against the Council or Officer of said City to com- pei it or him to act upon such claim or demand or to pay the same when approved by the Council. SECTION 9: This Ordinance shall take effect thirty (30) days after its final passage and approval. SECTION 1 0: Ordinance No. 4 of said City of Lynwood is hereby repealed. SECTION 'll : The City shall certify to the pass- age of this Ordinance and shall cause the same to be published once in the Lynwood Tribune, a weekly newspaper of general cir- culation, printed, published and circulated within said City of Lynwood and which is PASSED AND APPROVED: ATTES"' • � � CITY CLERn, CITY 0 hereby designated for that purpose.
