Hello,
I am hoping you can either help explain or share with whomever my frustrations as of
late.
I am local and enjoy the open-space immensely. I believe in your organization's mission
and appreciate all that MPOSD does. I am an outdoor educator as well and teach
environmental stewardship to thousands of students.
I am a bit perplexed by your rangers, however. All of my interactions with them over
the last two years have been very, very negative. I have never been
doing anything

damaging, or disrespectful. In fact, I am always the opposite as this is my field and I am
an advocate for organizations such as yours. Every interaction has begun with them
being very aggressive and hostile towards me without justification. I attempt to change
their approach by being kind and courteous, but to no avail. The latest happened just
over a week ago when one approached a colleague and me and began accusing us of
thinking about doing something against park rules. The fact is we were not thinking of
doing anything but going home and his "guilty until proven innocent" approach was very
much not appreciated.
Are your rangers under some sort of intense pressure?
Are your rangers required to be mean and discourteous to the public?
Are your rangers required to fill a quota of tickets and thus become aggressive hoping
someone will bark back? (giving them justification for writing a ticket)
Needless to say, I have not received a ticket for anything from your rangers, as I have
not done anything illegal. As a position that interacts with the public, I would assume
there should be a level of customer service associated with their job as opposed to
treating people as enemy-combatants.
I am a highly regarded professional in this field with several degrees and years of
experience. I hope you don't take my opinions lightly. I also have numerous friends who
are both state and federal rangers. I had brushed off the first few incidents as po
ssible
bad days for your rangers, but after two years of terrible interactions, I feel 1 have to say
� something. And | ann not the only one. | oversee a large program with thousands mf
students who all have the same complaints.
Please help me understand why your rangers behave this vvay, which is different than
every other park | have been tm across the world.

SUMMARY
The Board will be shown a video created by District staff that is designed to appeal to younger
District constituents. This is part of the District's efforts to engage today's youth and encourage
them to visit and explore District preserves.
DISCUSSION
The District's website holds three objectives. Those three objectives are:
1. Build District brand/awareness;
2. Educate the public through information dissemination; and
3. Engage users to support Open Space through participation in meetings, events, and
outdoor activities, donations, and volunteerism.
This video project was conceived as another opportunity to apply technology in achieving these
objectives. Specifically, this video piece was intended to tell a compelling story from a unique
perspective (different from what has been used in the past); to appeal to and target adolescents,
which is a high-priority audience; and to remind users of proper trail etiquette regarding dogs.
The release of this video will be dovetailed with a call for action. High school students will be
encouraged to create and submit their own digital stories about open space. Finally, this video
will also remind users of proper trail etiquette, particularly regarding dogs in open space.

Service in Fiscal Year 2009-2010.
GENERAL MANAGER'S RECOMMENDATION
Adopt the attached resolution granting the General Manager's request to forego the 5%
meritorious pay award for service in Fiscal Year 2009-2010 granted by the Board of Directors on
July 14, 2010.
DISCUSSION
At its meeting of July 14, 2010, the Board accepted the recommendations of the Board
f"valuation Committee for salary adjustments and meritorious pay awards for the Board

Appointees General Manager, General Counsel, and District Controller ( p )
The Board was pleased with the performance of its Appointees during the last fiscal year and
resulting success of District programs and projects carried out as part of their duties.
Based on the Board's review of the Board Appointees' performance during the evaluation period,
the Committee also recommended that a 5% meritorious pay award of current salary be granted
to each Appointee. This award is not a salary adjustment, but rather is granted as a one-time
award in recognition of their excellent overall performance during Fiscal Year 2009-10.
However, given the flat District property tax growth over this year and last, and the moderate
decline anticipated for FY2011-12, the General Manager is requesting that the Board adopt the
attached resolution foregoing this award so that no merit pay will be awarded to him for his
performance in FY2009-10. This follows similar action last year where the General Manager,
with the Board's concurrence, declined both merit and parity adjustment in view of deteriorating
economic conditions.

FISCAL IMPACT
The fiscal impact of the recommendation will be that an expenditure of$9,057.67, representing a
5% one-time award to the General Manager, will not be charged against the FY201 0-11 budget
related to performance during the previous fiscal year(FY2009-1 0).

Authorization to Apply for both a Habitat Conservation Fund Program Grant and a Recreational
Trails Program Grant for the El Corte de Madera Creek Parking/Staging Area and Trails Project.
GENERAL MANAGER'S RECOMMENDATION
Adopt the attached Resolution of the Board of Directors of the Midpeninsula Regional Open
Space District (District) approving two grant applications for funds from the Habitat
Conservation Fund (HCF) Program and Recreational Trails Program (RTP) for implementation
of the El Corte de Madera Creek Parking/Staging Area and Trails Project.
SUMMARY
F1 Corte de Madera Creek Open Space Preserve is the District's third most popular Preserve.
The 2,817-acre Preserve offers 36 miles of multi-use trails open to hikers, bicyclists and
equestrians who, to date, are limited to parking along the Highway 35 frontage or at a Caltrans
vista point parking area. Over the last ten years, the District has been working to establish a
formal parking area and to improve the trail system at the Preserve. With construction plans
complete for a new parking area and related trail improvements, the project is eligible for two
California State Parks grants. Staff is seeking authorization to apply for the Habitat
Conservation Fund (HCF) and Recreational Trails Program (RTP) in the amounts of$38,000 and
$280,000, respectively, to fund implementation of the parking area and Phase I and 2 trails.
DISCUSSION
The final design for the El Corte de Madera Creek Parking/Staging Area and Trails Project
includes the construction of a new 65-vehicle, four-horse trailer parking and staging area, a 0.25-
mile connector trail, a 1.75-mile perimeter trail, a 0.2-mile trail realignment, and restoration of
0.7 miles of abandoned trail; installation of"No Parking" signs to remove approximately 40
roadside parking spaces on Skyline Boulevard; and relocation of an existing Skyline Boulevard
trail/pedestrian crossing. The project has been divided into four phases: Phase I includes the
parking and staging area and a 0.25-mile connector trail to the Gordon Mill trailhead; Phase 2
includes 0.75 miles of new trail to complete a portion of the "perimeter" trail; Phase 3 includes
one mile of the remaining perimeter trail; and Phase 4 includes 0.2 miles of trail realignment and
the restoration of 0.7 miles of abandoned trail. The trails portion of the project is being phased

over four years to ensure that the Skyline Field Crew retains the capacity to include this
construction project into their larger multi-year work plan.
Habitat Conservation Fund Program
The HCF Program allocates approximately two million dollars ($2 million) per year to the
California Department of Parks and Recreation for grants to cities, counties, and districts to
provide for nature interpretation and other non-capital outlay programs, which bring urban
residents into park and wildlife areas, to protect fish, wildlife and native plant resources or to
acquire or develop wildlife corridors and trails. Projects, including land acquisition,
rehabilitation of trails, as well as construction of new trails, are eligible for funding. The grant
program requires a non-state dollar-for-dollar match. Eligible match sources include local,
federal, or private funds, or donated materials and services. The total Phase I and 2 (trails only)
project cost is estimated at $76,000 and staff is requesting $38,000 through the HCF Grant
Program.
If awarded, the grant would assist in finding the following specific actions at El Corte de
Madera Creek Open Space Preserve:
• Phase 1 (trail only) 0.25-mile connector trail
• Phase 2 includes 0.75 miles of perimeter trail
Recreational Trails Program
The Recreational Trails Program (RTP)provides funds annually for recreational trails and trail
related projects from the Federal Highway Trust Fund. These funds represent a portion of the
motor fuel excise tax collected from non-highway recreational fuel use. For the 2010 Federal
Fiscal Year, California is working with incremental apportionments expected to total
approximately two to three million dollars ($2 - $3 million). The RTP is administered at the
state level by the California Department of Parks and Recreation(DPR). Projects, including
acquisition, development and rehabilitation of trails and trailhead facilities, as well as
construction of new trails, are eligible for funding. There is no maximum grant award; however,
there is a 12% matching requirement. It is anticipated that grant award recommendations will be
made in June 2011.
The construction cost for the parking area is estimated at $560,000. While the RTP only requires
12% matching funds, funds under this Program are likely to be reduced for the upcoming
funding cycle. To increase the likelihood of receiving a grant award, staff is requesting funding
for 50% of the total project cost.
If awarded, the RTP grant would assist in funding the following specific project elements:
• A new paved parking area for 65 vehicles and four horse trailers that includes:
• A large preserve entrance sign;
• A two-stall, unisex, ADA-accessible, self-contained vault restroom facility;
• Two ADA-accessible parking spaces (part of the 65 vehicles spaces);
• Two trailhead signboards with brochure holders;
• A bicycle tire and hiking boot cleaning station;
• Split-rail wood fencing;
• A new 20-foot wide driveway entry; and
• A series of bioretention basins where stormwater runoff is collected and allowed
to percolate into the soil.

FISCAL IMPACT
The total cost for the Phases I and 2 trails is estimated at $76,000. Total cost for the parking
area is estimated at $560,000. If grants are awarded in the amounts of$38,000 and $280,000
(for a total amount of 318,000), additional funds will be needed ($318,000) to construct these
phases of the project. Staff will seek additional state and federal funds through the Land and
Water Conservation Fund and the Coastal Conservancy to supplement funds for the
implementation of Phase I and 2, and subsequent project phases.

CEQA COMPLIANCE
For the HCF and RTP, CEQA compliance is required at the time of application. Staff completed
a Mitigated Negative Declaration for the project, which the District's Board of Directors adopted
on February 10, 2010. A Notice of Determination was filed with the San Mateo County Clerk
Recorder on February 16, 2010.
NEXT STEPS
If approved, project funding would be available in 2011 and 2012 and project implementation is
anticipated to begin in late summer 2011. Staff will continue to pursue alternative funding
sources and expects to apply for additional grants to further offset the implementation cost for
the project.

Los Altos, California [September 9, 20101 —The Midpeninsula Regional Open Space District's
board of directors approved the donation of a surplus Open Space District patrol truck to the
Stevens Creek Volunteer Fire Department at a meeting last night.
"We are pleased to be able to strengthen this partnership for public safety," said Open Space
District General Manager Steve Abbors.
Through a mutual aid agreement, the Fire Department assists Open Space District rangers and
staff with emergency response to incidents on Open Space District land in the Monte Bello
Ridge and Stevens Canyon areas. The vehicle, a 2001 Dodge truck, has previously been used for
patrol and maintenance duties by the Open Space District.
"Your generous gift will enable us to set up a heavy rescue truck capable of off-road service,"
said Stevens Creek Volunteer Fire Department Chief John Schafer.

South of Los Gatos, Mt. Umunhum is one of the highest peaks in the Santa Cruz Mountains and the site
of the former Almaden Air Force Station. The Open Space District purchased Mt. Umunhum from the
federal government in 1986, adding it to the Sierra Azul Open Space Preserve with the goal of protecting
the environment and one day sharing it with the public. This year, the federal government began cleaning
up the former Air Force Station, allowing the Open Space District to begin planning for environmental
restoration and future public access consistent with its mission.

MROSD, Santa Clara County Fire recognize firefighters with
a bench and plaque in St. Joseph's Hill Open Space Preserve
Los Altos, California [September 21,2010] —Midpeninsula Regional Open Space District staff
and Santa Clara County firefighters from the Los Gatos Station are installing a bench and plaque
at a popular hilltop in the St. Joseph's Hill Open Space Preserve in Los Gatos this Thursday in
honor of Santa Clara County firefighters, and in remembrance of firefighter Jim McCluskey in
particular.
McCluskey, a native of San Jose, served the Los Gatos community as a firefighter, engineer and
paramedic for 22 years. He was struck and killed by a motorcyclist while bicycling on August
10, 2008. Bicycling was a big part of McCluskey's life, and contributed greatly to restoring his
health and energy. He would often ride his mountain bike daily before work with fellow
firefighters on Midpeninsula Regional Open Space District trails, particularly the St. Joseph's
Hill Open Space Preserve in Los Gatos.
In 2009, Santa Clara County firefighters from the Los Gatos Station who served with McCluskey
requested permission from the Midpeninsula Regional Open Space District to install a bench in
his honor in the Open Space Preserve where they rode together daily.
The Santa Clara County Fire Department has been a significant partner and supporter of the
Open Space District in providing for fire safety on its preserves. Working together, the Fire
Department and Open Space District have created a meaningful memorial that is also fitting with
the Open Space District's policies. The bench and plaque will honor all Santa Clara County
Firefighters for their contributions to protecting open space land, while paying special tribute to
Jim McCluskey. Several firefighters and Open Space District staff will work together to install
the bench and plaque this Thursday morning.

Jun 09 A ranger reported a suspicious vehicle which had been parking at the same location over the previous Rangers: 1
MA 1OF172 four days. Police: 1
SCC SO responded. The occupant refused to exit the vehicle when asked to do so. The deputy
convinced the individual to exit the vehicle,and the ranger watched the suspect while the deputy
searched the vehicle. After completing the search,the deputy had the individual leave the area. The
individual was on probation,and had a history of methamphetamine use.

Jun 10 Rangers checked on reports of off-road motorcycles on public roads near El Corte de Madera Preserve. Rangers: 2
IR 10S120 They proceeded to the area and observed two motorcycles exiting the preserve. A ranger attempted to
make a stop. Both motorcyclists fled,and neither was apprehended.

Jun 17 An individual initially refused to sign a citation for a dog off leash,claiming she"had about an hours Rangers: 1

advised him to call for SM SO. The suspect signed the citation and was released.

Jun 26 A visitor contacted District staff,who were involved with providing care at a fatality motorcycle accident Rangers: 1
IR 105133 near gate WH01.
The visitor informed the rangers that her mother was possibly having a heart attack a short distance
down Spring Ridge Trail. The daughter stated she was a medical doctor(OB/GYN). The patient was
assessed&treated by CAL FIRE and taken to Skyline Boulevard,where she was transported by AMR to
Stanford Medical Center.

Jun 26 A motorcycle northbound on Highway 35, lost control and crashed into an embankment just south of Rangers: 4
MA 1OS132 gate WH01. The patient was transported to the Windy Hill picnic area to a waiting helicopter, but was Police: 2
pronounced dead on the scene.

retardant drops. Ground access was made by a CAL FIRE dozer through Long Ridge OSP onto private
property,where the fire was located.
District personnel assisted the suppression efforts by being lookouts, scouting access to the fire, and by
staffing the District water truck through out the incident. Staff remained on duty overnight, and through
4:00 PM the next day.
The fire was estimated to be approximately 1/2 acre to 1 acre in heavy brush. CAL FIRE personnel saw
evidence of camping in the area during their initial attack. The next day,while checking on the status of
the fire, District staff discovered a large marijuana garden.The marijuana garden was reported to Santa
Cruz SO who eradicated approximately 3,000 plants on the Friday after the fire.
During the fire operation approximately 400 to 500 feet of the Achistaca Trail in Long Ridge was cleared
by CAL FIRE bulldozers to create access for fire units to get to the fire. Rehabilitation efforts are
underway,and the Achistaca Trail was closed until rehabilitation work could be completed.

Jun 30 A motorist notified District staff of six cows wandering on Page Mill Rd. District Rang_6 and OST's Rangers: 3
IR 1OS138 assisted in clearing the cows off the roadway for safety. CHP and Animal Control responded to assist. Police: 2
The cattle entered Coal Creek Preserve, and later Russian Ridge Preserve.
Staff contacted the grazing lessee who responded and was able to corral the cows the next day and
determine that they were his cows.
Several other cow escapes were reported over the next week. Staff again assisted in recapturing and
returning the cows. A break in the fence was eventually located and repaired by the grazing lessee.
Preserve Coal Creek Location Page Mill Rd.
Jun 30 A bicyclist fell while riding downhill on the Springboard trail. She had no memory of the accident and Rangers: 3
IR 10S141 complained of some pain in her head and abrasions to her right arm and leg. A witness said the patient
was unconscious for about 30 seconds. District Rangers were first on scene and provided patient care.
She was transported by ambulance to Stanford Hospital.

Jun 30 A residential burglary was discovered by the District's Maintenance Supervisor at a District rental house Rangers: 2
IR IOS140 in Russian Ridge OSP. Police: 2
A vehicle was stolen along with various household items. The resident was on vacation and was notified
of the burglary. The residence is in a remote location, behind a locked gate.The gate had been pulled
of it's hinges to provide access. SMSO responded to the investigate.

Jul 04 A structure fire adjacent to both Russian Ridge and Coal Creek Open Space Preserves threatened the Rangers: 6
IR 1OS142 wildland. Along with two CAL FIRE engines, District staff was first on scene, and provided traffic control Police: 1
until SMSO arrived and took over.
A CAL FIRE aircraft and helicopter attacked the fire from the air. A small spot fire occurred on the
Russian Ridge side of the highway but was quickly contained. District staff patrolled both preserves to
check for spot fires. Both Russian Ridge and Coal Creek preserves were closed, but were reopened the
next day.

Jul 05 District rangers spotted lights from two motorcycles in the preserve after hours. Staff was unable to Rangers: 3

The area was checked again the next morning,and a contractor stated that he had seen fresh tracks,
and oil which had leaked on the ground the same day.

vehicle was gone and another vehicle was parked in the described location. There was glass on the
ground, consistent with an auto burglary.

IR 10S152 warnings were given for possession of alcohol,and marijuana. The adults were warned for providing
alchohol to minors.

The subject is still at large and is suspected of also being involved with illegal marijuana growing. A
"BOU(Be On The Lookout)was put out to all local enforcement jurisdictions.

Jul 22 Two subjects were stopped and warned for being in a closed area at Bear Creek OSP. One of the Rangers: 2
IR 10F227 individuals was wearing a full CHP uniform which appeared unusual to the ranger.The same individual
was later arrested for impersonating a police officer in Atascadero.

Jul 24 District rangers were informed of graffiti on the regulation sign, signboard, gate, and road marker at Rangers:
IR 10S162 Russian Ridge OSP. The same phrase"Reek 1" had been stenciled on all the surfaces. Photographs
were taken, and the graffiti was removed.

Jul 26 While District maintenance staff were working in the Sierra Azul OSP, removing an old abandoned Rangers: 5
IR 1oF232 vehicle and tires,they smelled a sour chemical-type smell,and suspected a possible hazmat exposure.
Staff followed training and protocols and called for fire department and HazMat response. The fire
department checked the site with their detection equipment,and did not detect any hazardous materials.

Jul 26 Skeletal remains were found at a former dump site along Woods Road in Sierra Azul OSP.The remains Rangers: 4
IR 10F234 were collected by the SC CO deputies, and taken to the Coroner's office. The remains were later Police: 3
identified to be deer.

Jul 28 At Rancho San Antonnio County Park an individual was contacted as he returned 1,.,Is vehicle. The Rangers: 1
/R 1 OF235 individual matched the description of someone who,on previous visits, had jumped out of the bushes
and scared women.
The individual had numerous notes taped on the dashboard and steering wheel, some of which made
mention of ammunition and swords. Two knives were observed by the District ranger when the suspect
opened his vehicle. SC CO deputies responded and warned the individual about inappropriate behavior
prior to releasing him.
