The March 20, 2014 minutes were accepted as submitted. II. Brief Reports A. Stormwater Ordinances, Status of Town Council Review: The submission of the ordinances to the full Town Council will be delayed until a Town Engineer has been selected. B. Status of DPW Hiring: DPW had one round of interviews for the engineering position (roughly 20 applicants applied) second set of new applicants are in the process of scheduling. Mr. Magoon wants to move quickly on this as not to lose the interested candidates. Status of SAC Appointments: The committee will recommend to the Town Council that it approve the re-appointment of Nancy Hammett to the Stormwater Advisory Committee for a term ending July 15, 2015 and the appointment of Anita Roy Dobbs to the Stormwater Committee for a term ending July 15, 2015. C. Status of Information for MWC Inventory of SW BMP's: Chris Hayward has started a list of stormwater management practices associated with developments in Watertown. RE: 270 Pleasant St., rain garden needs to be pitched properly. Chris has requested the contractor to re-grade for proper drainage. RE: 140 Pleasant St. has a rain garden draining nicely. RE: 552 Main St. (the new Police Department) has a proposed rain garden in their new site plans for the park. Rock Climbing Gym has a great rain garden. Action Item Chris will continue tracking the BMP's (what works and what doesn't). D. 604(b) Grant Application: Nancy Hammett prepared the Town's grant proposal, with support from Horsley Witten, town staff and others. The DEP will make award decision in June, and funds for successful bidders will be available in September. III. Update on Federal Stormwater Regulations: Nancy Hammett gave a brief overview of the various Federal regulatory developments, material will be sent to members of the committee via a mail. IV. Public Education Program Updates: A. Website- Anita Roy Dobbs had discussions with Joe Mahoney and the IT Committee. The scope of control was discussed, what to post up on the web site and where, the mission and protocol to be determined. An IT Committee meeting will be held tonight, Anita will be attending. Action Item: Anita will have a discussion with Councilor Lenk regarding the web site proposal to be presented to the Public Works sub-committee, prior to the presentation. B. Student Involvement in Public Education and Outreach: Arbor Day headed by Chris Hayward will be at the Lowell School this year. David Stokes and Anita Roy Dobbs met with Lyndsey Kraemer, the Science Coordinator (Grades 6-12), regarding student and teacher involvement with stormwater related projects and learning opportunities. They brainstormed around the possibilities of a science classroom connection with the curriculum and of a media literacy project with possibly the video production classe(es). C. Other priorities for Next Step: Next step-to meet with additional school curriculum coordinators and/or faculty to discuss additional opportunities, especially at the elementary level, before school ends. Action Item: David Stokes to arrange. V. Planning for Implementation of New Ordinances: Support materials for residents and small businesses to be developed. Nancy Hammett has agreed to develop a draft "statement of work" of what the committee needs to support homeowners and small businesses once the ordinance comes out, and then this information will be shared with the Superintendent of Public Works. VI. Opportunities for Incorporating Stormwater Concerns/Green Infrastructure in Town Projects: Victory Field Phase II discussed. It was agreed it would be helpful to invite Peter Centola to meet with the committee to discuss the preliminary plans for Victory Field —Phase II. Meeting adjourned at 6:OOpm.
