Re: Monthly Department Report — March 2020
1. Recreation Program Updates & Registrations:
Spring programs and events have been cancelled or postponed until a future date. Summer recreation
activity guide scheduled to come out April20, with registrations beginning May 1. Recreation Supervisor
Tara Woods has been working on completing the guide; however, programs and classes may be
postponed, delayed or cancelled due to public health updates.
Tots & Tykes- Session 2 — Session 2 ended on March 6th. All participants reported good feedback about
the program.
Adulting 101— The second session hosted at Umpqua Bank did not have any participants, regardless of
increased advertising efforts. Scheduled for March 12, many people started to stay home more due to
increase coronavirus risk.
Full Moon Series — The March 7 date was cancelled due to 80% rain/snow forecasted for the full moon
event. Not much you can do when the weather is bad.
No School Fun Days — Event scheduled for Friday, April 3 was cancelled, and participants refunded
program fees.
Elementary Volleyball — The 4-week session was cancelled. All registered participants will be refunded
their registration fee. Staff contacted parents and participating towns to let them know about the
cancellation and refunds. Finance will be working on refunds.
2. Coronavirus Recreation Updates:
Staff have been working on a variety of responses to virus updates as listed below:
Online Recreation Center — Virtual recreation and educational opportunities went live last week and has
been well received. Please visit the website and view the drop -down menu at the top of the page to view
activities and ideas associated with the virtual recreation center.

Professional and Educational Trainings — Staff have been utilizing their time to keep up with training
opportunities, research new ideas, check on what other communities are doing during these times to get
through this, and provide offerings for the community in conjunction with change and restrictions.
Recreation Bus Design — Staff are working on ideas to brand the small bus the department recently
purchased from the Senior Center to market the department and programs. This is looking like a simple
graphic with trademarking and opportunities for sponsors to possibly advertise. More to come.
Outreach — Continuing to point patrons to community resources and informational web pages.
Summer Staffing Needs and Schedule — Trying to determine what this will look like at this time.
Weekly National Leadership Calls — The Director and Recreation Supervisor have been attending bi-
weekly, online video meetings with parks and recreation professionals nationwide. This has been a great
recourse to network with communities that are further along in the pandemic and discuss challenges and
solutions.
3. Special Events:
Arbor Day & Celebration of Trees — Event scheduled for April 25 has been postponed. Both partners,
City of McCall and Franz Witte would like to consider postponing event for fall 2020. Date TBD.
Administrative Assistant Stefanie Bork has put together a great Arbor Day online video recourse for tree
care, planting, and youth educational videos for the month of April.
Brainstorming Virtual Recreation Event Ideas — Virtual 5K, Virtual Egg Hunt
University of Idaho Extension Office — The Director will be giving an online presentation through the
University of Idaho extension office Saturday, April 04 on tree care and selection in conjunction with
local Master Gardeners trainings.
4. Parks Overview and Staffing:
With COVID-19 restrictions, Parks staff are performing as needed essential maintenance requirements
which currently include:
• Snow removal, sidewalk sweeping, inspecting parks and facilities, watching over golf course,
City Hall janitorial needs, and taking care of any public hazards or immediate maintenance needs
(trip hazards, storm water management).
• Keeping staff informed on the continuously changing environment, addressing staff safety needs
and protocols, and adjusting schedules as needed to ensure a safe working environment for those
employees needing to report to work.
• Staff will be constantly re-evaluating essential duties as the seasons and maintenance demands
change and in correspondence to COVID-19 guidelines and protocols.
• The bunkhouse/garage at the Southern Idaho Timber Protective Association (SITPA) site is
currently getting a new metal roof put on. The contractor is currently working around the weather
and plans to continue until the job is complete. This project was funded through Idaho
Transportation Department mitigation funds associated with the Lardo Bridge construction in
2015.
• New Parks staff continue to adjust well to their respective positions and have brought great
strengths and skill sets to the department. I compliment their efforts and performance as it relates
to the aggressive workload and schedule associated with snow removal and now the COVID-19
status. Attitudes remain positive and full of great energy.

5. Parks Re -Location Update:
Facility planning is on schedule and the design team has submitted a complete packet for the May
Planning and Zoning Meeting. The Director is still scheduled to present the scope of work to the State
Lands Board on April 16 for review and approval of the project.
6. Miscellaneous:
Recreation Bus — The Parks and Recreation Department has purchased the McCall Community Senior
Center's 1996 Ford Champion bus and staff is working with local graphic designer Christian Blackman
(who helped with the green Subaru design). Graphics will be kept to a minimum with the goal of branding
the vehicle in conjunction with the trademarking of McCall's Live, Work, Play (Idaho's Outdoor
Playground). Opportunities for sponsor logos are being considered as a revenue stream.
Campus Landscaping Designs — The Director continues to work with two local landscape designers
(Pavia Clouser & Gusty Laidlaw who are donating their time to the project) to develop landscape concepts
for the plaza interface between the proposed library and city hall. Conceptual plans are complete for cost
estimating and revisions will be made as building design is revised.
Waterfront Improvements — The Director is looking into the possibility of implementing portions of the
proposed non -motorized waterfront improvement project slated for the area north of the marina at Rotary
Park while continuing to work with Idaho Department of Lands on the encroachment permits north of
the marina. The City has an existing encroachment permit at Rotary Park, and it looks as though staff will
be able to temporarily install the swim platforms and swim lane lines at Rotary while working towards
securing encroachment permits north of the marina.
Downtown Snow Removal — Staff continue to work with the Public Works streets operators and local
businesses on the coordination of downtown snow removal. Feedback was overwhelmingly positive as
it related to the conditions. The program will continue to be analyzed and adjusted to provide the best
possible results as we better understand the operation and challenges. Staff have been documenting man
hours and equipment hours since January 01 to fully assess cost and time come spring. A full assessment
of operational costs will be compiled into a report and presented to Council in April or May.
Brown Park Update — The Director is working with staff on conceptual design work for both the
playground replacement and facility improvements at Brown Park. Design work and drawings will be
done in house with engineering contracted out in March. Phase I of playground replacement is scheduled
for construction in fall of 2020.
7. Professional Development:
National Municipal Forestry Institute (MFI) Conference — Parks Superintendent Eddie Heider was
awarded one of three State funded scholarships to attend the National Municipal Forestry Institute (MFI)
Conference, a training course in Gulf Shores Alabama. The scholarship opportunity covers lodging, food,
and course expenses. The training went well, and some of the topics covered were: Leadership, public
speaking, presenting, collaboration, working with volunteer groups, using and updating tree inventories
and more. Eddie feels very fortunate to have had the opportunity to go to the training.
Arborist Certification Training (Postponed) — The Director will be teaching three modules during a
regional International Society of Arboriculture (ISA) Certified Arborist Training course when it is re-
scheduled. The Parks Superintendent will be attending the State sponsored course and then sitting for the
ISA Certified Arborist Exam following the training.

Idaho Recreation and Parks Association State Conference Speaker — Conference is postponed until
October 13-15, 2020 in Post Falls, Idaho.
Wooley Boardwalk Nomination — Staff have nominated the Wooley Boardwalk for the outstanding Park
or Facility Award with the Idaho Recreation and Park Association.
