Code Enforcement Officers (CEOs) routinely check for violations related to appearance and national pollutant issues (NPDES). During the week, CEOs conducted 28 Ordinance Investigations, and 18 code area checks. CEOs continue to monitor the beach areas for persons violating the Village's leashed dog ordinances. One CEO was off on extended vacation leave. Criminal Investigations The Criminal Investigations Division (CID) closed an investigation of a bicycle theft at a beachside condominium. The theft occurred in March 2023, and was allegedly committed by an employee. The investigation revealed the suspect was also on probation at the time of the theft. The suspect was under the impression the bicycle had been discarded as trash and promptly returned the bicycle. Although available facts supported a criminal charge for theft, the victim refused to participate in the investigation. The case was closed without further police action. Detectives are investigating a theft by pickpocket that occurred at a restaurant in the Bal Harbour Shops. The suspects removed the victim's wallet from her purse hung on the back of the victim's chair. Video footage captured the incident and detectives are attempting to identify the parties involved. The CID is investigating a theft of merchandise from the storage room at a retailer in the Bal Harbour Shops. An unidentified suspect entered the storeroom and took several items from the selves. The same suspect returned a short time later for a second attempt. On the second occasion, store employees saw the suspect and challenged his presence in an unauthorized area. The suspect abandoned several items and fled from the scene. Loss prevention personnel are working with detectives to identify the suspect. Collins Corridor Unit (CCU) Citations Warnings Park Cit Arrests Field Reports Reports Ride Share Contacts Delivery Trucks 61 07 00 00 02 00 02 00 The Collins Corridor Unit (CCU) continued their efforts in maintaining Bal Harbour Village safe by continuing to conduct strategic traffic enforcement and education along the Collins Avenue Corridor. Additionally, CCU Officers augmented the efforts of Marine Patrol and the Beach Safety Officer (BSO) by conducting frequent area checks of the beach, hardpack and jetty area. In response to increased traffic congestion during certain hours on Collins Avenue, the CCU along with road patrol units assisted with manning various intersections to monitor and assist with traffic control and direction. Additionally, the CCU assisted road patrol units with various calls for service. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 00 00 00 00 00 1 29 Marine Patrol continued their efforts in maintaining Bal Harbour Village safe by continuing to provide high visibility patrols and by protecting our coastal areas either by boat or land. During inclement weather periods this week, Marine Patrol was assigned to the beach. Marine Patrol reported additional beach erosion at various areas on the beach and reported the beach hut behind 9999 Collins Avenue affected. In addition, Marine Patrol reported to Oceana beach hut continues to be secured by ropes. Public Works advised they are aware and working on the removal of both huts. Marine Patrol responded to a swimmer in distress at the Sunny Isles Beach, but were canceled moments after they request for assistance was made. Marine Patrol was informed that the swimmer was safe and out of the water. While assigned to the beach, Marine Patrol responded to a call reference to a naked man at the jetty. Upon arrival, they were unable to locate the individual. Several people on the jetty were asked if they had seen a naked man and they advised the officer that there was an individual with minimal clothing, but confirmed he was not naked. Marine Patrol reported an increased number of people on the hardpack and jetty this period. Beach Safety Officer The BSO continued his efforts in maintaining Bal Harbour Village safe by continuing to conduct high visibility and directed patrols of our beach, hardpack, jogging path and jetty. This week, the BSO reported an increase in the number of people on the hardpack and jetty. The BSO conducted checks of the art work along the hardpack and did not report any issues. The BSO closely monitored the area of the north end of the beach, due to surfers in that area. The BSO also closely monitored the conditions on the jetty. This period, the jetty was not closed. The BSO met with a Border Patrol Supervisor to discuss any possible known migrant landings expected in the Bal Harbour/Ha ulover area. The Border Patrol Supervisor stated there is no known intelligence at this time, but advised they are remaining vigilant and will continue to provide added coverage to our area. He further advised that he would forward any intelligence information to me via e-mail, as it became available. Summary of Noteworthy Calls for Service 12-24-2023 Pick -Pocket Theft 9700 Collins Avenue A patron of a restaurant at the Bal Harbour Shops reported the theft of her wallet. Video footage revealed the victim hung her purse from her chair and two suspects sitting at an adjacent table removed the wallet from the victim's purse. The suspects' identity remains unknown. 12-25-2023 Baker Act 9700 Collins Avenue Officers patrolling the Bal Harbour Shops noticed a woman on the second floor who appeared to be distressed. Further investigation revealed the woman was depressed over being alone on Christmas Day. The woman threatened to kill herself to end the depression. Officers transported the woman to a mental health facility pursuant to the Baker Act. 12-25-2023 Suspicious Incident 9900 Block of Collins Avenue A female victim reported receiving suspicious text messages from a person identifying himself as "David." The sender offered to take the victim on a date then followed up with explicit photos of his genitalia. The victim blocked the number and did not engage the sender. 12-26-2023 Fraud 10200 Block of Collins Avenue Officers responded to an alleged fraud at a beachside condominium. The victim discovered the unauthorized use of her social security number two years after someone opened a wireless phone account. The initial incident occurred in 2021, but the victim discovered it after a credit check in 2023 for an unrelated purpose. 12-27-2023 Suspicious Incident 9600 Block of Collins Avenue A resident at a beachside condominium called police to report a burglary at her apartment. Officers responded to find a confused, elderly resident who called police. The woman has called on other occasions behind the caregiver's back; the woman suffers from dementia. Family members are aware of the incident. 12-27-2023 Suspicious Incident 9900 Block of Collins Avenue Officers responded in emergency mode to a call of a kidnapping at a beachside hotel. Upon arriving, officers promptly discovered the kidnapping was not as it appeared. The complainant received a kidnapping scam call and panicked. Believing his granddaughter was in danger, the complainant sent $2,000 to the scammers. His granddaughter was safe with her husband in the state of Missouri. Unfortunately, they had already wired the $2,000 to Mexico. The case has been assigned to Criminal Investigation. 12-27-2023 Traffic Congestion Village -Wide The Village experienced Holiday traffic congestion which affected all roads. Officers manned all intersections for several hours until the traffic flow returned to normal. 12-28-2023 Injured Citizen 10301 Collins Avenue A male fell down while jogging on the jetty. Miami Dade Fire Department responded to the scene. The male was treated and released without being transported to the hospital. Photos of the injury were taken and a report was also completed. 12-28-2023 Assist Other Agency 9801 Collins Avenue Miami Dade Fire Rescue responded to the Bal Moral reference people stuck in an elevator. Bal Harbour officers assisted until fire personnel cleared the scene. 12-28-2023 Security Checks Village -Wide Bal Harbour police officers received a BOLO from Sunny Isles police regarding an attempted burglary of a vehicle parked at a condominium. Our unit canvassed the entire village and also conducted security checks and provided all valets the information on the suspects.
