Development Engineering Reviews: Review coordination of land use applications with the City Planner, and engineering review of construction plans including Broken Ridge, Agate Street Water Line, Flynn Estates, and numerous requests for service and projects for residential parcels, including several potential development inquiries. 2. Downtown Core Reconstruction: Phase IB: Sunroc will restart construction in Spring 2020, weather permitting. It is anticipated that there is 6-8 weeks of construction work remaining next year. Phase 2B: City Council approved awarding the construction contract to Granite Excavation on 3/12/20. A preconstruction meeting is scheduled for 4/2/20. Construction is scheduled to start in early May. Franchise Utility Underounding: A preconstruction meeting for undergrounding overhead utilities in advance of PH-2B construction is scheduled for 4/2/20 with work to commence on 4/20/20, pending weather and other variables. CDBG Light Installations Phase 2: Public Works (PW) and Community & Economic Development (CED) staff are working with Horrocks to finalize bidding documents for streetlight installations for Park Street as part of the Phase 2B project. Bidding for this project will occur April -May with a recommendation for contract award at the 5/14/20 Council meeting. 3. Public Works Facility Master Plan: Horrocks/CRSA are revising concept site plans and implementation alternatives and compiling the final draft report. Staff will meet with the project team on 4/3/20 in preparation for April 23 work session with City Council. 4. SH-55/Deinhard-Boydstun Lane Corridor Study: Horrocks has compiled desktop level mapping information as well as an ADA facility inventory for both corridors. First project team meeting occurred on 3/26/20. Field work will occur in April and May. Monthly Department Report — Public Works 5. Jasper Subdivision Water and Drainage Improvements - Phase 2: The project agreement and other required documents have been delivered to the contractor, Warrington Construction, for their signature and acquisition of the required bonds. Preconstruction meeting is planned for May/June with construction tentatively scheduled to start after 7/4/20. 6. Park/Thompson Streetscape Project: Crestline has provided 50% design plans. Coordination with franchise utilities and affected property owners is ongoing. Staff will be progressing toward final design and bidding in April/May with a recommendation for contract award in early June. 7. E. Lake Streeet/Brown Park Improvovements Evaluation: PW, Parks, and CED staff are working with Horrocks Engineers to develop a task order to complete an engineering evaluation for improvements needed for both Brown Park and E. Lake Street (between Hemlock and Pine). An memorandum of understanding (MOU) between McCall Redevelopment Agency (MRA) and the City will be forthcoming in advance of approving the task order. 8. Mission Street Reconstruction Project: Forsgren Associates is continuing to move forward with planning and design efforts. A geotechnical report and recommendations for the proposed structural section has been prepared and is being evaluated by staff. STREETS 1. Snow Removal: Plowed 1 snow event with a total accumulation of 17 inches for the month of March. Sanding operations are continuing. 2. Winter Storm Water Maintenance: As time allows Street staff is continuing to clear snow and ice away from storm water inlets primarily around the curb lines & culvert inlets. 3. Emergency Call Outs: One emergency call -out on 3/14/20 for sanding during the month of March. 4. Snow Removal Prep: Street staff is continuing the process of training new hired staff members how to plow snow with different types of equipment. 5. Pothole Repair: Streets staff is doing their best to maintain potholes. A total of 7.25 yards of cold mix has been used for repairs this month. That number is expected to rise during the transition into Spring. There are a few frost heaves developing on S. Mission, Pine, Colorado, and Mather streets. 6. Shoulder Repair: Pothole repair at the edge of asphalt has started. Streets crew has used a total of 20.5 yards of 3/4 road mix for the month of March. 7. COVID-19: Street crews working at 50% staff. All other Street Operators are at home, ready to be called in when needed. Streets staff increasing office cleaning and practicing social distancing (1 staff per vehicle, all vehicles cleaned after use each day, stand up meetings in garage or other large, open areas), and ensuring appropriate personal protective equipment is available and in use. WATER 1. Distribution: a. New Water Service: Set meters and turned water on for 7 new residential customers. b. Emergency Calls: 3 Meter turn off/on Monthly Department Report — Public Works c. Normal Call Outs: 2 requests to turn water on/off, 2 possible leaks, checked 1 resident for high usage requests from Utility Billing, 2 customer repairs. d. Digline Requests: Responded to 5 dig line locates. e. Miscellaneous: Valve repair due to Snow Plowing. 2. Treatment: a. Legacy Pump Station: The preliminary engineering report has been completed by SPF. The report discusses stabilization measures to the roof above the generator room, as well as aesthetic and other proposed improvements. The next step is to develop a project planning team and project schedule for CUP entitlements, and construction (Fall 2020). b. Fall Maintenance: Staff continues with fall/winter maintenance activities at the Water Treatment Plant. c. Equipment Repair: Replacement of effluent actuator 612 as part of our actuator replacement program and evaluation of a new style of Turbidity meter for water quality monitoring Monthly Department Report — Public Works
