LOT: Due to COVID-19, LOT will be greatly impacted. Staff will be following the numbers and adjusting as needed. 2. COVID-19: On March 23, a mandatory Stay at Home order was put into place and only essential staff have been working in office. Currently, the Clerk is still working regular hours at City Hall and the Deputy Clerk works limited hours Tuesday thru Thursday to assist with cash receipting, license processing, and packet. In order to keep essential pieces of the department moving forward, support staff will rotate days in office so local option tax and cash receipting can be processed and set up to work at home as much as possible. 3. Licenses and Permits: Licenses: Business — 8 new applications approved this last month / 0 pending applications / 1 denied application / 49 issued in the current fiscal year. (Staff is reorganizing data storage and changing to a fiscal year for tracking, so the issued number reflects all applications approved since October 1, 2019) Of the business licenses received to date, 10 are vacation rentals. The code change has spurred some STR owners to come into compliance on licensing. Education and enforcement are a continuous on -going process. New applications will still be processed if received during the Stay at Home order. Alcohol — 42 approved holders (last month's number was incorrect) New applications will still be processed if received during the Stay at Home order. Snow Removal Vehicle Decals — 30 snow contractors have received decals and are legal to remove snow. Education and enforcement are an ongoing process. Taxi & Commercial Transportation Driver Licenses — 1 taxi license was renewed. Staff will be reviewing enforcement issues. Uber and Lyft drivers are exempt from any type of licensing and background checks according to Idaho State Statute Title 49, Chapter 37, 49-371 S CONTROLLING AUTHORITY Notwithstanding any other provision of law, except as provided in section 49-3708, Idaho Code, TNCs and TNC drivers are governed exclusively by this chapter. No municipality or other local entity may impose a tax on, or require a license for, a TNC, a TNC driver, or a vehicle used by a TNC driver where such tax or Monthly Department Report — Clerk licenses relates to providing TNC services, or subject a TNC to the municipality or other local entity's rate, entry, operational or other requirements. Permits Processed for 2020: Vendor permits (24); Catering permits (37); Farmers Market permit (0); Fireworks Display (1) Fireworks Stands (0); Animal Drawn Vehicle Permits (1); Public Events (1); Peddlers permits (0) — Numbers reflect permits issued since October 2019. No new permits are being issued during the Stay at Home order. 4. Short -Term Rental Code Compliance: Due to the pandemic, many duties have been put on a back burner, including this one.
