2 AN. ORDINANCE OF TIEL CITY OF LYMTOOD PROHIBITING
FORTUNE TELLING; AND - REPEALING. ORDINANCE NO.
3 73 OF SAID CITY AND DECLARING AN E_•4ERGENCY..

5 The City Council of the City of Lynwood, do ordain as follows:
6 SECTION 1• That it is hereby declared to be unlawful for ag
.7 Aky person in'said City to carry on, practice or profess to practice
8 or.car,ry on'the business or art of astrology, palmistry,.phrenology,
9 card reading, fortune telling, cartomancy, clairvoyance, clairaud-
10 ience, .crystal gazing, hypnotism, mediumship, prophecy, augury, div-

11 ination, magic or necromaricy.
12 SECTION 2• Any person violating the provisions of this ordin-
1,3 ance shall be guilty.of a misdemeanor, and shall be punishable upon.
14 conviction thereof by imprisonment' -in the City or County jail ;for
15 j a period not to exceed three months, or,,by a fine of not to•exceed
16 $250.00 or by both such fine and imprisonment, and a judgment that
17 I the defendant gay a fine may also direct that he be imprisoned until
18 the fine be satisfied or tha.t the defendant pay the fine within a
19 lidited time or in installments payable on specified dates and that
20 in default of payment as therein stipulated he be imprisoned uhtil

••,21 the.fine is satisfied in full and any imprisonment hereunder shall be
22 in'the proportion of one day's imprisonment for everytwo dollars of
23 the fin e.
24 i SECTION 3. This ordinance shall be effective on its publica-
25 tion, and the City Clerk is hereby directed to publish the same once
26 after its final passage and approval in the Lynwood Tribune a weeki
27 newspaper published and circulated in said City of Lynwood.
28 SECTION 4. Ordinance No. 159 of said City and Section 13 -a of
29 Ordinance No. 73 of said City are hereby repealed, and any person
30 who holds a license under said Section 13 -a shall be entitled to a
31 refund upon a pro rata basis, for the unexpired portion thereof'
32 from the date this ordinance becomes effective upon demand therefor

2 'WHEREAS certain licenses have been issued pursuant to the
3 "provisions of said Section 13 -a of said'Ordinance No. 73, to holders
4 whose operations,thereunder and in:connection therewith are not for
5 the beet interests of said City, and
6 MREA5 said City Council is of the opinion that the practice
7' of the businesses herein prohibited is inimical to the public wel-
8 fare, and there is at the present time no ordinance prohibiting the
9 same,
10 NOV'r THEREFORE, an emergency is hereby declared to exist and
11 because of the facts above recited, this ordinance is urgently
17 ' required for tnc immediate. preservation o'f the public peace, health
.13 { and safety.
